Por FactBox Admin

The Canarian Housing Institute has agreed to initiate the award procedure for the development known as “42 dwellings in Yaiza-Montaña Roja Urbanization. Playa Blanca,” consisting of forty-two public subsidized dwellings under the general regime and rental modality, including their linked garages. The decision is formalized through the Resolution of October 9, 2026, by the Director of the organization, published in the Official Gazette of the Canary Islands No. 213, of October 23, 2026 (reference boc-a-2026-213-3666), within section III. Other Resolutions.
From the agreement with the Cabildo to the completed development
The operation stems from the Framework Cooperation Agreement signed on June 5, 2024, between the Canarian Housing Institute and the Insular Council (Cabildo) of Lanzarote, in execution of the Canary Islands Housing Plan 2020-2025. Its third clause provided for specific agreements to acquire, construct, and rehabilitate properties.
The Insular Council of Lanzarote proposed to acquire a development of 42 dwellings in the municipality of Yaiza to allocate them for affordable rental, with financing shared by both administrations due to the impossibility of undertaking the operation alone. On December 16, 2024, the specific agreement was signed, which established the purchase by the Council and the subsequent transfer of ownership to the Institute to increase its public housing stock.
Upon completion of the works, ownership has already been transferred to the Canarian Housing Institute, which is responsible for the award, management, conservation, and maintenance. The dwellings are located at calle Polonia, number 7, plot AB5 (sector R1), Montaña Roja urbanization, in Playa Blanca, municipality of Yaiza, island of Lanzarote.
Distribution by quotas: 19 dwellings for the general turn
In accordance with Article 25 of Decree 23/2026, of March 9, the distribution corresponds to the number of dwellings in the development:
- Persons with limited, reduced mobility or communication who require wheelchairs or other supports permanently: 2
- Persons with limited, reduced mobility or communication who do not require those supports permanently: 2
- Victims of gender-based violence: 3
- Persons up to 35 years of age: 11
- Persons aged 65 or older: 4
- Returning emigrants: 1
- General quota: 19
- Total: 42
Special quota dwellings that remain vacant due to a lack of suitable applicants will be incorporated into the general quota, except for those adapted for persons with severe or complete mobility limitations. The annex of the resolution details 42 dwellings of 90 useful square meters, all with three bedrooms, and 42 garages of 20 square meters; two of the dwellings (numbers 31 and 37) are designated as adapted for persons with reduced mobility.
Requirements: twelve years of residence and five in Yaiza
Natural persons who, individually or as members of a family or cohabitation unit, meet the requirements of article 21 of Decree 23/2026 may participate. Among them:
- Being of legal age or an emancipated minor.
- Being registered in the Public Registry of Protected Housing Applicants of the Canary Islands on the closing date of the period.

The minimum income limit is expressed in multiples of the annual IPREM with fourteen payments: 1.50 times for single-person units, 1.90 for two, 2.40 for three, and 2.50 for four or more. The general maximum is five times the IPREM, extendable to six in exceptional cases such as special category large families. Assets may not exceed 50% of the maximum sale price of a protected housing unit of 68 square meters from a private promotion on the capital island. The reference fiscal year is 2025.
Fifteen business days and electronic notification
The deadline for submitting applications is fifteen business days from the day following the publication of the resolution in the Official Gazette of the Canary Islands. The standardized form is available on the electronic headquarters of the Government of the Canary Islands, in the procedure enabled for this call, and may also be submitted through the means specified in article 16.4 of Law 39/2015.
If the number of applicants who meet the requirements exceeds the number of housing units in the quota, the award will be resolved by scoring according to annex II of Decree 23/2026. Additionally, a reserve list of 42 people will be established in order of priority. The acts of the procedure will be notified by publication on the notice board of the electronic headquarters of the Government of the Canary Islands, without prejudice to its dissemination on the notice board of the Yaiza City Council. An administrative appeal may be filed against the resolution, which does not exhaust the administrative route, before the Presidency of the Institute within one month. The document is signed by the Director, María del Pino de León Hernández.
The call arrives with the Lanzarote rental market under pressure and turns a property operation closed nearly two years ago into a concrete opportunity for public housing applicants in Yaiza: 42 keys that will be distributed by scoring and with a municipal root requirement that restricts the universe of applicants.
