Por FactBox Admin

The Campo de Criptana City Council has announced the final approval of Specific Modification number 12 of the Municipal Zoning Plan, which reorganizes the rural land of the entire municipality. The agreement was adopted by the Provincial Commission for Territorial Planning and Urbanism in its session on May 21, 2026, and is published in the Official Gazette of the Province of Ciudad Real number 192, corresponding to Tuesday, October 6, 2026, under announcement number 3215.
The modification, titled “Rural Land Planning,” affects the structural organization and urban planning regulations of the rural land throughout the municipality and is a response to its update and readjustment to changes in legislation and regulations applicable to this type of land. It is processed in compliance with articles 70.2 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, 42.2 of the Revised Text of the LOTAU, and 157 of its Planning Regulations.
The Provincial Commission for Territorial Planning and Urbanism definitively approved the modification, considering it aligned with the applicable legislation and regulations regarding territorial planning and urbanism of Castilla-La Mancha, in application of article 10 of Decree 235/2010, of November 30, modified by Decree 86/2018, of November 20. The full agreement was published in the Official Gazette of Castilla-La Mancha number 178, of September 16, 2026.
The regulatory text occupies 95 pages of the provincial gazette, from 9367 to 9391, and includes the complete Title V, “Urban Planning Regulations Governing Rural Land Planning.” The approved and processed document is available for public consultation in person at the municipal office and electronically through the City Council’s transparency portal.
Rural land categories
The new Title V divides rural land into two main classes: Non-Urbanizable Rural Land of Special Protection and Rural Reserve Land. Within the former, the following categories and subcategories are established, delimited in the four sheets of plan OE-1:
- SRNUP-A, environmental protection: riverbeds and police zones, protection perimeters for water intakes, and livestock paths.
- SRNUP-N, natural protection: Laguna de Salicor Natural Reserve, Humedales de La Mancha SCI and SPA, Área Esteparia La Mancha Norte SPA, and priority natural habitats of Directive 92/43/EEC.
- SRNUP-C, cultural protection: archaeological protection areas of the municipal Archaeological Charter.
- SRNUP-P, landscape protection: surroundings of La Sierra and the Los Molinos Historic Site.
- SRNUP-E, structural protection: Peñarroya irrigable zone and active quarries.
- SRNUP-I, infrastructure and equipment protection: railways, highways, roads, power lines, and gas and water supply networks.
- SRR, Rural Reserve Land: the remaining land not included in the previous categories.
Licenses, urban classification, and fees
All works and activities listed in Article 11 of the Rural Land Regulations of the LOTAU and in Article 165 of the TRLOTAU are subject to obtaining a prior municipal license. However, non-constructive acts necessary for agricultural, livestock, hunting, or forestry activities, as well as removable installations for the improvement of crops or agricultural production, do not require a license.
Prior urban classification to the municipal license will be required, among other cases, for works and installations for public-owned community facilities, acts and constructions related to privately-owned industrial, tertiary, and community uses, and buildings assigned to the primary sector that exceed six meters in total height to the eaves. Before the start of the works, a guarantee of 3% of the total cost of the works must be provided.
The implementation of privately-owned industrial, tertiary, and community uses entails the payment of a municipal participation fee to the City Council:
- 2% of the real and effective cost when this is less than 500,000 euros.
- 3% when it exceeds 500,000 euros, with 2% corresponding to the municipality and the remainder to the Junta de Comunidades de Castilla-La Mancha.
- 4% when the action is organized through supra-municipal instruments, divided equally between the Junta and the affected municipalities.
Protected fauna, deadlines, and protection strips
In activities that may affect protected bird species—hirundinids, chiropterans, falconids, and strigiformes—the mandatory environmental authorization from the Natural Environment Service of the Ciudad Real Delegation of the department competent in sustainable development shall be required. For construction licenses in buildings with colonies of protected species or located less than 100 meters from them, execution schedules with the corresponding phenological stops shall be included.
Applicants who have not included the execution project in their application must provide it to the City Council within a period not exceeding four months from the communication of the authorization; after this period, the prior authorization shall expire. Urban land subdivisions on rural land are expressly prohibited.
Protected land strips are set at five meters for underground pipelines, twenty-five meters for the Autovía de los Viñedos CM-42 and the CM-420 bypass, eight meters for other roads, and seventy meters for railway infrastructure.
The modification henceforth conditions any construction or agricultural intervention within the municipal district and establishes a stable framework of uses and exploitations for the rural land of Campo de Criptana.
