Cambrils puts the municipal market stalls up for tender in eight lots
Por FactBox Admin

The Cambrils City Council has opened the tender for the granting of public domain concessions for the stalls and sales spaces of the municipal market, a procedure divided into eight lots with an initial duration of 25 years that can extend up to 50. The announcement was published in the Official Gazette of the Province of Tarragona on October 26, 2026, with the reference CVE 2026-09842 and a length of two pages.
The procedure is open and is processed under the municipal reference X2025027895, assigned to the council’s Purchasing and Contracting area. The regulatory bases of the call and the specifications of particular legal and administrative clauses were published in the BOPT on August 6, 2026, and the now-published announcement specifies the economic conditions, the lots, and the deadlines for applying. The document is signed by the general secretary, Maria Cinta Vidal Bayarri, dated October 21, 2026.
Eight lots between fresh produce and catering
The tender is divided into eight lots: four correspond to fresh food stalls and four more to catering spaces.
- Lot 1: fishmonger
- Lot 2: greengrocer
- Lot 3: butcher
- Lot 4: delicatessen
- Lot 5: catering
- Lot 6: catering
- Lot 7: catering
- Lot 8: catering
The CPV codes identifying the object of the contract are retail commercial services (55900000-9), canteen and meal services (55500000-5), and restaurant and food supply services (55300000-3).
Annual fee and guarantees
The successful bidder must pay the Cambrils City Council an annual amount as a fee. Bidders must indicate in the economic offer a single operating fee, expressed in euros per square meter per month, within the amounts established in the specifications’ scale.
Two guarantees are required:
- Provisional: 2% of the minimum annual price specified for each lot.
- Definitive: 5% of the award price, calculated on the sum of the offered annual fee multiplied by the 25 years of concession.
The duration is 25 years, extendable by mutual agreement through one or several ordinary extensions up to an additional limit of 25 more years, meaning a maximum of half a century of operation.
Twenty days to submit offers
The deadline for submitting offers is 20 calendar days starting from the day after the publication of the tender announcement on the contractor profile. Submission is exclusively electronic, via digital envelope, and is done through the council’s contractor profile, hosted on the Generalitat’s public procurement platform.
The documentation to be provided is that described in the specifications, and the specific requirements for the successful bidder are also those established in the specifications. The opening of the bids will be published on the same contractor profile. For inquiries, the City Council provides the email contractacio@cambrils.org and the addresses seu.cambrils.cat and www.cambrils.org.
Appeals against the bidding acts
The acts of preparation and award, as well as those adopted in relation to the effects, modification, and termination of the concession, are subject to an appeal for reversal within a period of one month before the contracting body, in accordance with Law 39/2015, of October 1. Alternatively, a contentious-administrative appeal may be filed within a period of two months, in accordance with Law 29/1998, of July 13. The agreements adopted by the municipal body in the exercise of the Administration’s prerogatives are subject to the same appeals.
The bidding process comes at a time when the Cambrils municipal market is facing a complete renewal of its stall map, with a long-term concession that will condition the activity of current stallholders and the municipality’s local commerce model for decades. The division into eight lots—four for fresh produce and four for catering—opens the door to new operators in a facility that until now operated with shorter-term concessions, and establishes for the first time a fee calculated per surface area and month along with guarantees calculated over the entire 25 years.
