Calahorra vende por adjudicación directa nueve fincas rústicas embargadas por impagos

The General Irrigation Community of Calahorra has opened a disposal procedure by direct award of nine lots of rural properties seized in administrative enforcement proceedings, after all assets remained unsold in previous auctions. The agreement was issued on August 10, 2026, by the presidency of the entity, held by Miguel Legarre Resano, and is published in the Official Gazette of La Rioja no. 206, of October 26, 2026, section V. Announcements, with reference V.533 and case number 202610220125152.

The announcement is based on Article 107 of the General Collection Regulations, approved by Royal Decree 939/2005, of July 29, and is published in compliance with that provision to notify those wishing to take part in the process. The entity warns that the assets to be awarded may be subject to the charges and encumbrances appearing in their description and recorded in the file, and that the procedure will be suspended at any time prior to the award if the debt, interest, and costs are paid.

The total of the nine lots represents a claimed debt of 28,813.38 euros and auction reserve prices that total 20,275.43 euros. The edict sets the start of the procedure as the day following the publication of the announcement in the Official State Gazette, according to the literal text of the agreement, and the one-month period to submit offers is counted from that same publication.

A procedure suspended if the debt is paid

The enforcement procedure will only be suspended under the terms and conditions set forth in Article 165 of the General Tax Law. If the assets are not awarded, the Auction Board may announce the initiation of the direct award process to the General Irrigation Community of Calahorra itself, in accordance with Article 109 of the General Collection Regulations.

In the event that there are interested parties with a preferential acquisition right according to applicable legislation, they will be notified once the award is agreed upon, and the final award will remain suspended during the period in which they may exercise their rights. Potential mortgage or pledge creditors, outsiders or unknown parties, and other interested parties in the file shall be deemed notified with full legal validity upon the publication of the edict.

How and where to submit offers

  • Offers are to be submitted in a sealed envelope within one month at the offices of the Comunidad General de Regadíos de Calahorra, Avenida del Ebro number 11, from 9:00 to 13:30 hours, Monday to Friday.
  • The envelope must include a document signed by the bidder or a representative with sufficient power of attorney, stating the offered price, a copy of the DNI, NIE, or passport —or the CIF and powers of attorney for legal entities—, identification of the property, and the amount.
  • No prior deposit is required, and participation via electronic means is not enabled.
  • The successful bidder must pay the price within fifteen days following notification, by deposit into the account of the Comunidad de Regantes de Calahorra at Caja Rural de Navarra, IBAN ES63 3008 0150 7122 7000 8424, indicating the property number and the name of the bidder.
  • Property titles may be examined at the entity’s offices until the day before the deadline closes, and all transfer expenses and taxes shall be borne by the successful bidder.

The announcement directly affects the debtors of the enforcement proceedings, who can avoid the sale by paying the debt, interest, and costs before the award, and opens a way to purchase agricultural land in the Calahorra irrigation area without a prior deposit and with starting prices that, overall, are around 20,000 euros for nearly three hectares of scattered plots.
