Cabanillas del Campo rectifica los errores de su Plan de Ordenación Municipal

The Plenary Session of the City Council of Cabanillas del Campo, in an ordinary session held on September 24, 2026, agreed to the rectification of errors in the Consolidated Text, complete and updated, of the Urban Planning Regulations of its Municipal Zoning Plan (POM). The agreement and the full corrected text are published as an annex in the Official Gazette of the Province of Guadalajara No. 191, dated October 7, 2026, and completely replace the previous document.

Background: from the 2025 agreement to the 2026 correction

The now rectified text was approved by the Plenary in a session on November 27, 2025, and incorporated the definitively approved modifications of the Plan since its approval. That agreement and the full Consolidated Text were published in the Official Gazette of the Province of Guadalajara No. 245, dated December 23, 2025, and were announced in the Official Gazette of Castilla-La Mancha No. 37, dated February 24, 2026, and in the Nueva Alcarria newspaper on February 20, 2026.

The announcement was signed in Cabanillas del Campo on September 25, 2026, by the mayor, José García Salinas. Publicity is carried out through the same media as the original announcement, as well as on the municipal Electronic Office and Transparency Portal.

A document of 91 articles and 12 ordinances

The Consolidated Text is based on the Urban Planning Regulations of the 2005 POM, with an update date of November 2025 and the express indication “errors rectified (Plenary 09/24/2026)”. Its structure is:

  • Title I, with six chapters on general regulations, urban land regime, planning development, protection, uses and activities, and building regulation.
  • Title II, with regulations for urban, developable, and rural land.
  • Title III, regarding standard land-use developments.
  • 91 articles and 12 building ordinances, from ordinance No. 1 (urban center) to No. 12 (road network).

The land within the municipal district is classified as urban, developable, and rural, with the latter distinguishing between Reserve and Protected land, with subdivisions according to the specific reason for protection.

Licenses, deadlines, and land-use developments

The document regulates in detail the control of urban activity. Among other points:

  • The license application must be submitted within the deadlines of the POM or urban planning legislation, and the works must start and finish within the deadlines set in each license.
  • The extension must be requested at least one month before the expiration of the term and cannot exceed the initially specified period.
  • The declaration of license expiration must be issued and notified within a period of three months from the start of the procedure.
  • Actions subject to a responsible declaration are governed by Article 157 of the Recast Text of the Law on Land Management and Urban Activity, approved by Legislative Decree 1/2023, of February 28.
  • The urban planning certificate is issued within a maximum period of one month from the submission of the application.

Regarding land use rights, the document delimits seven distribution areas (ARP 01 to ARP 07) over residential, industrial, and tertiary sectors, with coefficients of 1.00 for free residential use, 0.80 for protected residential, and 1.00 for commercial, industrial, and tertiary. The asset-convertible land use right is set at 90% of the standard land use right.

The POM is based on Law 2/1998, of June 4, on Land Management and Urban Activity (LOTAU), and Law 1/2001, of January 17, updating the former, with the modifications introduced by Law 1/2003. The Plan has indefinite validity, and only the Action Program must be mandatorily reviewed every four years.

The rectification affects the entire municipal district; therefore, the corrected text is the current reference for licenses, urban classifications, sector development, and owner inquiries. Any procedure initiated from now on must be based on the document published on October 7, 2026, and not the December 2025 version, which is completely replaced.
