Burgos somete a información pública la modificación del PGOU en Villalonquéjar

The Burgos City Council has initially approved the specific modification of the city’s General Urban Development Plan (PGOU), which replaces the Isolated Expropriation Action AA-E-08.01 with the Isolated Normalization Action AA-N-08.01, promoted by Frías Nutrición, S.A.U. The agreement was adopted by the municipal Plenary in an ordinary session on September 18, 2026, and is published in the Official Gazette of Castile and León (BOCYL) No. 194, dated October 6, 2026, with the official reference BOCYL-D-06102026-194-44. The announcement opens a two-month public information period and suspends the granting of licenses within the affected area.

The file, processed in the Management of Urbanism, Infrastructure, and Housing of the Burgos City Council under number 10/2022 PLA-FOM, affects land classified as Consolidated Urban Land and included in Zonal Norm IND-2, in the vicinity of Condado de Treviño, Montes de Oca, and López Bravo streets, next to the Villalonquéjar industrial estate. The document was drafted by architects Mr. Carlos Barrio Sagredo and Mr. José I. Cameno Antolín, from the Official College of Architects of Eastern Castile and León (membership numbers 2,393 and 2,456), representing Barrio y Cameno arquitectos, S.L.P. (CIF B-09406042). The promoter, Frías Nutrición, S.A.U., operates with CIF A-09022252.

A file with three years of crossing reports

The processing began on July 11, 2022, with an initial document that was later replaced by the one submitted on June 22, 2023. The Architect of the Planning Department issued an unfavorable report on October 11, 2023, and again concluded that the document could not be favorably reported on October 7, 2024.

On June 21, 2024, the promoter provided a Traffic Study drafted by EYPO Ingeniería, and on January 24, 2025, the Management’s Legal Department demanded proof of the greater general interest of the proposal compared to the current planning. On May 13, 2025, the Head of the Traffic Unit of the City Council rejected the submitted traffic counts because the measurement points, days, and hours were inadequate.

Following new submissions in December 2025, March, and April 2026 (records 2026036895 and 2026036828), on June 18, 2026, the Traffic Unit issued a favorable report on the counts carried out from June 9 to 11, 2026, on López Bravo street. On June 26, 2026, the Planning Architect favorably reported the final documentation, registered on June 25 and 26 under numbers 054103, 054113, and 054353.

What changes in the planning

The modification removes the Isolated Expropriation Action AA-E-08.01 “Prolongación c/ Condado de Treviño,” provided for in the current PGOU to open a new local road between Condado de Treviño and Montes de Oca streets, and replaces it with the Isolated Normalization Action AA-N-08.01 “Santa Clara.” The planning is structured into three areas:

  • West Area: to the west of the Camino de la Granja de Santa Lucía, a single plot is formed under Zonal Norm IND-2 through cadastral grouping, alienation of municipal land, and exchange of public domain assigned to the Duero Hydrographic Confederation.
  • East Area: to the east of the same road, the new AA-N-08.01 is delimited, with a maximum lucrative buildability of 37,018 m², so that the plots achieve the status of building land.
  • North Area: destined for public parking and public open spaces, with public domain lands and others from Frías Nutrición, S.A. ceded free of charge to the City Council.

Endowment reserves and key figures

The removal of the road generates an increase in lucrative buildable area of 3,324.87 m², which necessitates compliance with article 173.1 of the Urban Planning Regulations of Castilla y León. From this derive the following requirements and compensations:

  • Mandatory reserve of 664.97 m² for public open spaces and 34 parking spaces on public land.
  • Classification as a local system of public open spaces of 5,616.51 m² and provision for 38 public parking spaces.
  • Free transfer of 2,784.32 m² of the plot with cadastral reference 7506012VM3970N0001WW.
  • Maintenance of the current alignments of industrial plots 8508008VM3980N0001HZ and 8508007VM3980N0001UZ.

The municipal report concludes that the proposal, by eliminating expropriation and urbanization costs and maximizing the area with building land status, yields “a very positive balance for the city council.”

Public information and suspension of licenses

The agreement submits the file to public information for two months, counted from the day following the publication of the last of the mandatory notices in the BOCYL, in a wider-circulation newspaper in the province, and on the municipal website. The documentation can be consulted at www.aytoburgos.es and on the fifth floor of the Consistorial building at Plaza Mayor in Burgos.

Allegations may be submitted at the General Registry of the City Council from Monday to Friday from 9:00 to 14:00 and from 16:30 to 18:30, and Saturdays from 9:00 to 14:00. The agreement also suspends the granting of licenses in the affected area from the day following its publication, with effects that will expire upon final approval and, in any case, two years after the initial approval. The announcement was signed in Burgos on October 2, 2026, by the Manager of Urban Planning, Infrastructure, and Housing.

The decision directly affects the development of the industrial land in Villalonquéjar and the owners of plots that have been unable to achieve building plot status for more than a decade. The file comes after the Plenary of March 20, 2026, provisionally approved the municipal modification of the PGOU (15/2018 PLA-FOM), which restored the 2014 PGOU planning in that area and cleared the way to process this private initiative. With the initial approval, the actual period for companies and residents to submit allegations now begins before the final approval, which also corresponds to the Plenary.
