Por FactBox Admin

The Territorial Labor Office of Burgos, under the Regional Government of Castilla y León, has ordered the registration and publication of the new collective agreement for the manufacturing industry, warehouse operators, and distributors of wines, beers, liqueurs, and other spirits in the province of Burgos. The text was signed on September 11, 2026, by the employers’ associations BODEBUR, ASEBOR, and ABEDISHA, and by the unions U.G.T. and CC.OO., and is published in the Official Gazette of the Province of Burgos no. 188, dated October 2, 2026 (reference BoPBUr-2026-04089). The resolution ordering it, signed by the head of the Territorial Labor Office, Juan Martín Antón Crespo, is dated September 21, 2026.
The agreement is registered in the registry of collective labor agreements and accords under code C.C. 09000395011981, in accordance with article 90.2 and 3 of Royal Legislative Decree 2/2015, of October 23, which approves the revised text of the Workers’ Statute Law, and Royal Decree 713/2010, of May 28, on the Registration and Deposit of Collective Labor Agreements and Accords. The publication is further supported by Royal Decree 831/95, of May 30, regarding the transfer of functions to Castilla y León in labor matters, and Order PRE/813/2022, of July 5.
The functional scope covers companies and workers in Burgos and its province within the wine, alcohol, or cider sector—manufacturers, bottlers, breeders, exporters, and warehouse operators—as well as the distribution of wines, beers, liqueurs, and spirits, whether exclusive or complementary to other activities such as food or hospitality. It is binding for all current and future companies with workplaces in the capital and the province.
Four years of validity and annual increases of 2.5%
The text has a duration of four years: it enters into force on January 1, 2026, regardless of its publication date, and extends until December 31, 2029. It shall be understood as automatically terminated upon expiration, although it will remain in effect until the signing of the agreement that replaces it.
The agreed salary increase is 2.5% for each of the four fiscal years. If the CPI exceeds that percentage in the calendar year, the tables will be revised for the excess, with a maximum limit of 1.5 additional points, which would raise the total increase to 4%. At the end of the validity period, if the accumulated CPI from 2026-2029 exceeds 16%, the tables will be updated for the excess up to a maximum of 4%, without retroactive effects or back pay.
The 2026 tables establish, among other amounts:
- Bachelor’s and Master’s degrees: 2,223.28 euros per month and 33,349.20 euros per year.
- Diplomas, degrees, and certified oenologists: 2,013.06 euros per month.
- Personnel, sales, and purchasing management: 1,759.44 euros per month.
- Wine tourism staff: 1,463.77 euros per month.
- Apprentice or first-year aspirant: 1,215.88 euros per month.
Working hours, vacations, and leave
The maximum working day will be 1,786 annual hours in 2026, 1,784 in 2027, and 1,776 in 2028 and 2029. The company may irregularly distribute 15% of the working day, with a minimum notice of five days, and the ordinary working day may reach up to ten hours of actual work per day.
Staff will enjoy 30 calendar days of paid vacation, in two fifteen-day periods, and three extraordinary payments equivalent to a full monthly salary: summer (before July 20), winter (before December 20), and March. Regarding work-life balance, the following are recognized, among others:
- Fifteen days for marriage or registration of a domestic partnership.
- Five days for the death of a spouse, domestic partner, or children; three for a father or mother.
- One day for the relocation of the habitual residence.
- Nineteen weeks of suspension for birth for each parent, which increases to 32 in the case of single parenthood.
Per diems, mileage, and wine tourism
The full per diem is set at 50 euros and the half per diem at 23 euros, payable upon presentation of a receipt. Mileage is paid at 0.33 euros per kilometer traveled outside the town with a personal vehicle, and companies with a workplace outside the urban center must provide transportation or pay this price.
The wine tourism bonus, applicable from July 1, 2026, amounts to 30 euros on Saturdays and 50 euros on Sundays and holidays for those who perform these duties without having been specifically hired for them.
Insurance, equality, and disciplinary regime
From January 1, 2028, companies will arrange death and disability insurance for professional contingencies, with 15,000 euros for death due to a work accident or professional illness and 12,000 euros for severe disability, absolute permanent disability, or total disability.
Companies must negotiate an equality plan and, those with more than 50 workers, apply the measures of Royal Decree 1026/2024 on equality and non-discrimination of LGBTI people. The text incorporates a protocol against sexual harassment and harassment based on sex, a disciplinary regime with minor, serious, and very serious offenses, and sustainable mobility plans in centers with more than 200 workers.
The agreement regulates the working conditions of thousands of workers in wineries, warehouses, and hospitality distribution in the province for four years, with guaranteed annual increases of 2.5% and review clauses linked to the CPI. Its retroactive entry into force on January 1, 2026, obliges companies to pay back-pay, at the latest, until the last day of the month following this publication.
