Burgos aprueba las bases del concurso de méritos para dos coordinadores municipales

The Burgos City Council has approved, in execution of a court ruling, the guidelines that will govern the call to permanently fill two coordinator (A2) positions within its labor staff through a merit-based competition. The agreement is published in the Official Gazette of the Province of Burgos no. 191, dated October 7, 2026, within section III. Local Administration, under the official reference BOPBUR-2026-04180. The resolution bears the signature of the delegated councilwoman Yolanda Barriuso Munguía and is dated in Burgos on September 25, 2026.

A call forced by the courts

The origin of the call is judicial. Judgment 244/2024 of the Contentious-Administrative Court no. 1 of Burgos ordered the Burgos City Council to include in the call to permanently fill, via merit-based competition, the two coordinator (A2) positions that had been left out of the process published in the Official Gazette of the Province of Burgos on December 30, 2022.

The positions stem from the addendum to the additional rate for the stabilization of temporary employment of the 2022 public employment offer, approved by the Local Government Board in the session of May 19, 2022, which incorporated, among others, those two coordinator (A2) positions from the municipal labor staff.

The final text of the guidelines was negotiated at the general labor staff table held on July 28, 2026. The agreement was adopted by Mayoral decree on July 29, 2025, signed by delegation by the deputy mayor, within the framework of Mayoral decree no. 2024015751, dated November 28, 2024, modified by decree no. 2025001886, dated February 20, 2025, and the agreements of the Local Government Board of June 26 and July 13, 2023, and November 28, 2024.

Regulatory framework and applicant conditions

The guidelines are governed, in their common aspects, by those regulating the selection processes for the stabilization of long-term temporary employment provided for in the sixth and eighth additional provisions of Law 20/2021, of December 28, on Urgent Measures for the Reduction of Temporality in Public Employment. The selection system is a competition, based on the assessment of merits and without eliminatory tests.

Applicants must meet the following requirements by the closing date for applications:

  • Spanish nationality or the cases provided for in article 57 of the Basic Statute of the Public Employee.
  • Functional capacity for the performance of the tasks.
  • At least sixteen years of age and not exceeding the maximum compulsory retirement age.
  • Not to be separated by disciplinary proceedings nor disqualified from public employment.
  • Possess the required qualification, with official homologation and sworn translation in the case of foreign degrees.

Applications shall be addressed to the mayor-president and submitted to the General Registry of the city council or through the channels established in article 16.4 of Law 39/2015 within twenty business days from the day following the publication of the call announcement in the Official State Gazette. Participation fees are set at 25.21 euros for subgroups A1 and A2, 16.81 euros for C1 and C2, and 8.04 euros for professional groups, according to municipal ordinance number 201.

Scale, tribunal, and employment pool

The competition is divided between professional merits, with a maximum of 60 points, and academic and other merits, with a maximum of 40 points. Effective service in a category identical to the position is valued at 0.50 points per full month, and service with equivalent functions at 0.20 points per month. In the academic section, doctorates and additional degrees are awarded 1 point, training courses 0.50 points per hour, and each passed exam 1 point.

The qualifying tribunal shall be a collegiate body composed of five members—president, secretary, and three members—with an equal number of substitutes, all holding a qualification equal to or higher than that required. Ties will be resolved by days of service in the same scale, seniority in local administration, score in professional and academic merits, and finally, alphabetical order according to the letter of the current draw.

Those who do not pass the process may be included in the employment pool provided for in the ninth basis, in accordance with the fourth additional provision of Law 20/2021. Successful candidates will have twenty calendar days to present documentation and thirty business days to take office.

Appeals and entry into force

An administrative-law appeal may be filed against the call and its bases within two months before the Court of First Instance, Administrative-Law Section, of the province of Burgos, or, optionally and previously, a motion for reconsideration within one month before the delegated councilor for Personnel. The bases enter into force the day following their publication in the official gazette.

The call closes a dispute of more than two years and directly affects the applicants and the municipal labor personnel aspiring to consolidate their position. The publication of the bases opens the process calendar, although the actual deadline for submitting applications will not begin to count until the announcement appears in the Official State Gazette.
