Brihuega opens a competitive call for a library assistant technician talent pool
Por FactBox Admin

The Brihuega City Council has announced the selection process to establish, through a merit-based competition, a pool of Library Assistant Technicians for future appointments as interim contractual staff. The guidelines are published in the Official Gazette of the Province of Guadalajara, number 204, dated Monday, October 26, 2026, within the city council announcements section, and were signed in Brihuega on October 20, 2026, by the Mayor-President, Luis Manuel Viejo Esteban.
An announced vacancy in the service’s only position
The text of the call itself justifies the urgency: only one person works in the municipal library, who will “shortly” be absent for personal reasons, added to the high volume of work the service handles. Hence the “urgent and unavoidable need” to establish the pool.
Membership in the pool does not create any legal relationship with the city council until the applicant is called to fill a position and the fixed-term service relationship is formalized. The pool will be valid for five years from the resolution of the Mayor-Presidency that establishes it, and its creation extinguishes previous pools of the same category.
Merit competition and position conditions
The selection system is a merit competition, without an examination phase, for reasons of agility and to guarantee accredited experience in the field. The conditions of the position are:
- Title: Library Assistant Technician, contractual staff.
- Total monthly remuneration: 1,475.04 euros.
- Working day: full-time, with hours from 09:00 to 13:00 and from 16:00 to 20:00.
- Required qualification: High school diploma (Bachillerato), intermediate vocational training cycle or equivalent, or a professional certificate.
Functions include the cataloging and organization of the collection, management of internal and interlibrary loans, user assistance, acquisition of funds and digital resources, organization of community events, and management of the library’s internet center.
Ten business days to submit applications
Applications shall be addressed to the Mayor-President and submitted at the municipal entry registry, via the Electronic Registry of the website https://brihuega.sedelectronica.es, or through the channels specified in article 16.4 of Law 39/2015. The deadline is ten business days from the day following the publication of the announcement in the BOP.
Applicants must meet the following requirements by the final day of the deadline:
- Spanish nationality, in accordance with article 39 of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha.
- Functional capacity and age between 16 years and compulsory retirement.
- Not to be separated by disciplinary proceedings nor disqualified from public employment.
- To hold the required qualification or be in a position to obtain it.
- Not to incur incompatibility according to Law 53/1984.
- Payment of the fee and a negative certificate from the Central Registry of Sexual Offenders.
The scale distributes up to 20 points for professional experience (0.30 points per month in archive or library positions within local Administration, up to 15; 12 points in other administrations; 6 in the private sector), 10 points for academic training, and 10 points for complementary training, with courses from the last eight years valued up to 5 points. Ties will be resolved by greater experience in Public Administration and, if it persists, by public draw.
Tribunal, calls, and contract
The Selection Tribunal will be appointed by the Mayor’s Office-Presidency, with a minimum of five members—president, secretary, and three members, with substitutes—and will aim for parity in accordance with article 60 of the Basic Statute of the Public Employee. After the application period, the Mayor’s Office will have one month to approve the provisional list, with ten business days for correction, and applicants will have three business days to appeal the provisional score.
Calls will be made by email and in order of score: two calendar days to accept or reject the position in the ordinary procedure and only three hours in cases of urgent coverage. The contract will be signed within a maximum of five business days and will include a two-month probationary period. The management of the pool is governed by article 48 of Law 4/2011 and, supplementarily, by Decree 90/2006.
The call comes at a delicate time for the library service of Brihuega: the position depends on a single person and the pool is the planned mechanism to cover their absence without interrupting service to users. For job seekers in the municipality and its region, the process opens a route of access to local Administration without a theoretical test, in which the weight falls on experience and training documented through certification.
