Bràfim invites bids for the operation of the bar-restaurant El Centru for a maximum of four years

The Bràfim City Council has opened the call for applications to grant the private use license of the public domain for the operation of the El Centru bar-restaurant, located at number 30 Catalunya Avenue, in this municipality of Alt Camp. The procedure was approved by Mayoral Decree number 2026-0000237, dated October 22, 2026, and was published in the Official Gazette of the Province of Tarragona on October 26, 2026 (CVE 2026-09910, pp. 1-4). Interested operators in the catering sector have 20 business days to submit their proposals.

The decree signed by Mayor Xavier Rius Garcia approves file 4303470005-2026-0000622, the specifications, and the call for the procedure, which is processed by the council’s Secretary-Intervention. The award will be made through a competitive process, in accordance with the principles of objectivity, publicity, transparency, and equality, and the specifications and their annexes are binding for both the procedure and the subsequent operation of the establishment.

A municipal property with indoor and outdoor terraces

The object is the private use license of a public domain asset of an urban nature, with cadastral reference 1000418CF6710A0001RB. The facilities include:

• Bar and restaurant, with kitchen.
• Toilets and cleaning room.
• Indoor terrace and outdoor terrace.
• Warehouse, corridors, and other spaces linked to the activity.

The municipal furniture and equipment assigned to the operation are those listed in the annexes of the specifications.

Starting fee of 250 euros per month and a 2,000 euro guarantee

The minimum fee is set at 250.00 euros per month, equivalent to 3,000.00 euros per year, and may be improved upwards by the participants. The person proposed for the award must provide a guarantee of 2,000.00 euros, under the terms and at the time specified in the specifications.

The license will have an initial duration of two years, with the possibility of two annual extensions up to a total maximum of four years, extensions included.

The climate shelter carries more weight than the economic offer

Proposals will be evaluated using automatic criteria collected in clause 12 of the specifications, with the following distribution of points:

• Fee offer: up to 20 points, for the upward improvement of the minimum fee.
• Climate shelter coverage: up to 30 points, for the commitment to open as a shelter between July 1 and August 31, from 2:00 PM to 6:00 PM, on the days the establishment is open.
• Professional experience related to the activity: up to 10 points.
• Sports television broadcasts: up to 10 points, for commitments to broadcast sporting events.

The proposals will be examined by a Evaluation Committee, the nominal designation of which will be made by a subsequent resolution, once the agreement of the administrations that must provide civil service personnel has been obtained; the composition will be published in the Contractor Profile before being constituted.

Twenty business days and a single electronic envelope

The submission deadline is 20 business days starting from the day after the publication of the announcement in the Contractor Profile. The documentation, submitted in a single envelope, includes:

• Annex 1: application for participation.
• Annex 2: responsible declaration.
• Annex 3: offer and commitments that can be automatically valued, along with the supporting documentation.

Persons obliged to interact electronically with the Administration must submit the offer using the eLicita Digital Envelope tool, protected with a password. Natural persons who are not obliged may choose the electronic route or submit it in person at the municipal offices at Plaça de la Vila, number 1, on Tuesdays, Wednesdays, and Thursdays, from 9:30 to 13:30 hours.

Against the decree, which ends the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Tarragona within a period of two months, or, optionally, an appeal for reversal before the same body within a period of one month, in both cases starting from the day after the publication of the announcement.

The call opens a stable way to reactivate a municipal catering facility in a small municipality, with a modest starting fee and an evaluation criterion that prioritizes the social function of the premises: coverage as a climate shelter during the hottest months scores higher than any other offer. For the restaurateurs of the region, the margin for improving the fee and the possibility of extending for up to four years configure a reasonable exploitation horizon, while the city council reserves control over the specifications and the facility.
