Blanes calls for a specialized administrative officer to implement the Municipal Cadastral Office

The Provincial Council of Girona has published in the Official Gazette of the Province of Girona (BOP) number 158, dated 18 August 2026, the resolution of the Blanes City Council opening a selection process to fill, under the regime of interim programme civil servant, a position of specialised administrative officer assigned to the Action Programme for the implementation and development of the Municipal Cadastral Office. The notice, registered under the official reference BOP-2026_0_158_7355 (edict number 7355, pages 1 to 10), is a consequence of Mayoral Resolution number 2026002443, dated 11 August 2026, which approved the rules and the call for the process.

The aim of this call is to launch a municipal office dedicated to cadastral management within the municipality of Blanes, an initiative that responds to a collaboration agreement with the Directorate General for Cadastre and whose ultimate purpose is the training of municipal structural staff for the permanent operation of the office. The appointment will be temporary, linked to the duration of the programme, and will end with a period of practical training and the transfer of knowledge to City Council staff.

The position and its duties

The position advertised has the professional classification of general administration scale, administrative sub-scale, group C, subgroup C1, with level 20 post allowance. The working hours are 35 hours per week on an annual basis, with a schedule adaptable to the department’s needs. The expected remuneration is as follows:

  • Specific Allowance: 16,673.43 euros gross per year.
  • Level 20 Post Allowance: 7,700.11 euros gross per year.

The duties assigned include:

  • Support for the establishment, organisation and start-up of the Municipal Cadastral Office.
  • Administrative processing of files for verification, regularisation and cadastral updating required by the Directorate General for Cadastre.
  • Management and monitoring of cadastral incidents reported by the Territorial Cadastre Management Office.
  • Digitisation and incorporation of cadastral documentation into the management systems of the Directorate General for Cadastre.
  • Administrative coordination with the municipal departments of Town Planning, Licensed Activities, Heritage, Treasury, Citizen Service Office and Information Systems.
  • Preparation of indicators and periodic reports on the implementation of the collaboration agreement.
  • Citizen service on cadastral matters and internal advice to municipal staff.

Requirements for participation and deadlines

To apply for the position, candidates must meet, on the closing date of the application submission period, the following requirements:

  • Be a Spanish citizen or a citizen of a member state of the European Union, or meet the conditions provided for in applicable international treaties.
  • Have reached sixteen years of age and not exceed the compulsory retirement age.
  • Hold the Baccalaureate or Technician qualification (second-level vocational training) or another equivalent or higher qualification.
  • Not be disqualified from holding public office or have been dismissed through disciplinary proceedings from any Public Administration.
  • Hold the Catalan proficiency certificate (level C1) issued by the Secretariat for Language Policy, or provide proof of equivalent knowledge.
  • For applicants who do not have Spanish nationality: provide proof of adequate knowledge of the Spanish language (level C1 or equivalent).
  • Have paid the participation fee of 12.66 euros (according to fiscal ordinance 310.00 of Blanes City Council).

The deadline for submitting applications is ten working days counted from the day after the announcement is published in the BOP, i.e., from 19 August 2026. Applications must be submitted to the General Registry of Blanes City Council (Passeig de Dintre, 29 – 17300 Blanes) or through any of the means established by current regulations (post, registry offices, diplomatic or consular representations abroad). Selection system and employment pool

Selection will be carried out through the competitive examination system. The single exercise will consist of a practical test with questions or practical cases linked to the specific syllabus, which must be completed within a maximum time of two hours and will be scored from 0 to 20 points, with a minimum score of 10 points required to avoid elimination.

The Assessment Board will be made up of members of the same corporation and specialised technical staff, with equal representation. Decisions will be adopted by majority vote.

The selected person will begin a six-month probationary period, which, once completed, will lead to the provision of the post as an interim programme civil servant. The appointment will have a maximum duration of three years from taking up the post, without prejudice to legally applicable extensions.

Those who pass the selection process without being appointed will form part of an employment pool, the purpose of which is limited to temporarily covering vacancies or incidents relating to the person formally appointed. This pool cannot be used for other programmes or to replace structural administrative staff positions.

Relevance for readers

The implementation of the Municipal Cadastral Office in Blanes represents a significant step in the modernisation of local tax services.
