Bescanó approves the 2026 complementary employment offer by decree

The Bescanó City Council has approved the complementary public employment offer for the 2026 financial year through Mayoral Decree no. 323/2026, dated October 26, 2026. The agreement is published in the Official Gazette of the Province of Girona (BOP no. 207, of October 27, 2026), with edict number 9279 and official reference BOP-2026_0_207_9279. The resolution bears the signature of the mayor, Xavier Vinyoles i Compta.

The decree is framed within article 70.2 of the Recast Text of the Law of the Basic Statute of the Public Employee, approved by Royal Legislative Decree 5/2015, of October 30, which mandates the publication of public employment offers once approved. According to the text of the announcement, the included positions correspond to the vacancies appearing in the budget and the staff establishment approved by the corporation, and the processed file is 1454-2026-1527, assigned to the area of Mayor’s Office and Finance.

The announced positions

The 2026 complementary offer is organized into two scales and three professional categories:

• General Administration Scale, administrative sub-scale, group C1.
• General Administration Scale, auxiliary sub-scale, group C2.
• Special Administration Scale, special administration technical sub-scale: special administration technician in the legal field, group A1.

The official document collects these categories in the offer table, headed by the column for the number of positions of the 2026 complementary OPO. The call thus adds to the positions already planned in the municipal staff and opens the door to future selection processes to fill them.

Avocation of competencies and publicity

The first point of the agreement specifically and exclusively avocates, for this concrete purpose, the competence delegated to the Local Government Board to approve public employment offers. The mayor thus assumes the decision and the authority to sign the necessary documents to make the agreements effective. The third point orders the publication of the agreement on the municipal e-Notice Board, in the BOP of Girona, and in the DOGC, to comply with the publicity requirements of current legislation.

The fourth agreement provides for sending a copy of the file, with the supporting documentation of the approval, to the General Directorate of Local Administration. This communication is made in accordance with article 57 of Decree 214/1990, of July 30, which approves the Regulations of personnel in the service of local entities, and with article 53.1.h) of Legislative Decree 2/2003, of April 28, which approves the recast text of the Municipal and Local Regime Law of Catalonia.

Appeal deadlines

The agreements end the administrative route and open two avenues for challenge:

• Contentious-administrative appeal before the Contentious-Administrative Court of Girona, within a period of two months starting from the day after publication.
• Optional appeal for reversal before the same body that issued the resolution, within a period of one month from the day after publication.
