Benidorm aprueba el texto refundido de su Ordenanza de Movilidad

The Plenary of the Benidorm City Council unanimously approved, in the session of October 26, 2026, the initial approval of the modification and consolidated text of Municipal Ordinance No. 1 on Mobility. The agreement is published by edict in the Official Gazette of the Province of Alicante (BOP) No. 210, of November 4, 2026, within section III. Local Administration, under official reference 8422/2026, and opens a period of 30 days for public information and hearings for interested parties.

A single text that repeals the 2020 regulation

The reform entirely replaces the previous framework: Ordinance No. 1 approved by the Plenary on August 31, 2020 (BOP No. 231, of December 3, 2020) and its partial modification of April 26, 2021 (BOP No. 80, of April 30, 2021) are hereby repealed. The stated objective is to gather all dispersed changes into a single regulatory body to “guarantee maximum legal certainty, transparency, and ease of consultation.”

The new text is structured into a preliminary title and eleven titles, with annexes that include the table of infractions and sanctions, signaling plans, the schedules and routes of regulated parking, and the delimitation of low-emission zones. The edict is signed by the Councilor for Mobility, Francisco José Muñoz Antón.

Among the reasons for the revision, the preamble cites adaptation to Royal Decree 518/2026, of June 24, which modifies the General Traffic Regulations regarding the protection of vulnerable road users, and processing in accordance with the principles of Article 129 of Law 39/2015.

Four parking zones and new time-based rates

The parking organization and regulation service (O.R.A.) is organized into four regimes, with a minimum payment of 30 minutes and a maximum of 5 hours:

  • Blue Zone (non-residents or visitors): payment of a fee and a limit of 5 hours, with the possibility of permanent operation or temporary operation between June 15 and September 30 and during Holy Week.
  • Orange Zone (residents): free parking for up to 10 days, prohibited for non-residents unless proof of consumption in Benidorm establishments is provided.
  • Red Zone (residents): limited time and no fee.
  • Green Zone: payment with blue zone rates for non-residents, with a maximum of 48 hours for residents and validity 24 hours a day, 365 days a year.

The text establishes time bonuses of 300% for motorcycles and 10% for electric vehicles with a zero-emissions label from the General Directorate of Traffic (DGT). Residents may perform loading and unloading for free for 30 minutes (maximum one hour, without returning to the space until two hours have passed), and discretionary transport buses will have 10 minutes free of charge, extendable only once. Tickets will no longer be placed on the windshield: the enabling title is obtained electronically via the license plate.

Scooters, self-propelled wheelchairs, and low-emission zones

Personal Mobility Vehicles (PMV) must have two or more wheels, a single seat, and a design speed between 6 and 25 km/h; helmets are mandatory, the minimum age to operate them is 15 years, and third-party liability insurance is required. Their circulation on sidewalks and in parks is prohibited; speed is limited to 10 km/h on single-surface platforms and “Zone 20” areas, and to 20 km/h in bike lanes; and their use is restricted to owners or authorized rental services. Lighting must always be turned on starting October 1, 2027.

For self-propelled wheelchairs, an express prohibition is established for devices built for more than one person, given their proliferation on sidewalks and pedestrian areas.

The regulation also incorporates the regime of the Low Emission Zone (LEZ) of Benidorm, with an approximate area of 75 hectares divided into three areas: the historic center, the Levante area, and Paseo de Poniente. Its technical project was approved in a plenary session on October 31, 2024 (BOP No. 213, of November 6, 2024) and will be implemented upon the ordinance coming into force, with automatic access control via cameras and a municipal registry of authorized vehicles. The sanctioning regime provides for fines of up to 100 euros for minor infractions, 200 euros for serious ones, and 500 euros for very serious ones.

Allegations and entry into force

The file is open to the public on the notice board of the Benidorm City Council and in the Department of Mobility for 30 days from the publication of the announcement. If no claim or suggestion is submitted, the initial approval agreement will be understood as definitively adopted.

The ordinance will enter into force once its full text is published in the BOP and the period set forth in article 65.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, has elapsed.

The new framework directly affects a city under strong tourist pressure: it organizes parking rotation during high season, introduces environmental criteria for access to the center, and equates the obligations of visitors with those of residents, who must renew their parking card annually unless a municipal extension is granted.
