Benicarló appoints three career officials as General Administration technicians

The Benicarló City Council has appointed three people as career civil servants for respective positions as General Administration Technician, classified under the General Administration Scale, Technical Subscale, Group A, Subgroup A1. The appointment is made public following the conclusion of the selection process and is recorded in the Official Gazette of the Province (BOP) of Castellón no. 116, dated September 26, 2026, in the Local Administration section, under official reference 04190-2026-U.

The resolution is issued in compliance with the provisions of article 62.1.b) of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Basic Statute of Public Employees Law, and article 68.1.b) of Law 4/2021, of April 16, of the Valencian Public Service. The announcement was digitally signed in Benicarló on 09/23/2026 by the Councilor-Delegate for Human Resources, Álvaro Luis París Sánchez, by virtue of delegation D.A. 09/18/2025.

One position via internal promotion and two via open competition

The three positions are filled through different channels. One corresponds to the internal promotion track, via a competition-examination system, while the remaining two are awarded via open competition and an examination system.

The processes are executed as part of three previous public employment calls:

• Ordinary Public Employment Offer 2022, published in the BOP of Castellón no. 152, dated December 20, 2022.
• Ordinary Public Employment Offer 2023, published in the BOP of Castellón no. 160, dated December 30, 2023.
• Ordinary Public Employment Offer 2025, published in the BOP of Castellón no. 88, dated July 24, 2025.

The first two covered the open competition, while the 2025 offer covered the position reserved for internal promotion.

The three appointments and their resolutions

The announcement details the identity of the new career civil servants, the position awarded, and the resolution supporting each appointment:

• Juan Eduardo Albiol Guimerà, via internal promotion, position of General Administration Technician (A1), via Resolution of the HR Councilor-Delegate no. 3250 of 08/26/2026.
• José Joaquín Zaragozá Cruselles, via open competition, position of General Administration Technician (A1), via Resolution of the HR Councilor-Delegate no. 3251 of 08/26/2026.
• Érika Arín Catalán, via open competition, position of General Administration Technician (A1), via Resolution of the HR Councilor-Delegate no. 3252 of 08/26/2026.

The three positions share classification subgroup A1 and the same position title, within the General Administration Scale, Technical Subscale.

Publication and effects

The text is disseminated “for general knowledge” through the provincial bulletin, which provides official publicity to the appointment and opens the way for the administrative effects inherent to taking office as career civil service personnel. The publication in the BOP of Castellón constitutes the formal channel through which the city council closes the selection process and grants validity to the three designations against third parties.

With these appointments, the Benicarló City Council reinforces the Technical Subscale of its workforce with three staff members from subgroup A1, the higher degree level reserved for management, study, and proposal functions in local administration. The incorporation of own technical personnel in municipal management positions reduces dependence on temporary formulas and consolidates the administrative structure of the council, a relevant aspect for residents because it directly affects the city council’s capacity to process files, licenses, and services with stable personnel.
