The Benamejí City Council has finalized the modification of the personnel staff for the year 2026, an agreement that increases the destination supplement level for a dozen municipal positions and reclassifies the position of Municipal Surveyor from permanent contractual staff to career civil servant. The full text is published in the Official Gazette of the Province of Córdoba No. 214, dated November 5, 2026, pages 15882 to 15885, with the official reference BOP-A-2026-3697. The modification directly affects the payroll of the municipal employees of the Córdoba municipality.
The announcement of the initial approval was published in the Official Gazette of the Province of Córdoba No. 193, dated October 6, 2026 (Announcement BOP-A-2026-3310). After the fifteen-day public exhibition period elapsed without any claims being filed, the agreement has been finalized, in accordance with Article 126 of Royal Legislative Decree 781/1986, of April 18, in relation to Article 169 of Royal Legislative Decree 2/2004, of March 5.
The file is signed by the Mayor-President, Carmen Lara Estepa, in Benamejí on October 29, 2026, and the final approval concludes the administrative process.
Ten positions with higher destination supplements
The first of the modifications consists of the adjustment of destination supplement levels under the Sixth Transitional Provision of Royal Decree-law 6/2023, of December 19. The affected positions and their new levels are:
- Local Police (group C1): from level 14 to 16.
- Library Manager (A2): from 18 to 20.
- Ordinance-Notifier (C2): from 12 to 14.
- Multiple Services / Shooting Range Officer (C2): from 12 to 14.
- Economic Area Technician (A1): from 23 to 24.
- Kindergarten Specialist Technician (C1): from 14 to 16.
- Maintenance Officer (C2): from 12 to 14.
- Sports Monitor (C1): from 14 to 16.
- Administrative Assistant (C2): from 13 to 14.
- Dynamizer (C1): from 14 to 16.
In the annex of the modified staff, it is noted that, to adapt the destination supplement to the aforementioned Sixth Additional Provision of Royal Decree-law 6/2023, the list of job positions must first be modified in the case of the General Administration Technician and the Assistant Sports Monitor.
The Surveyor becomes a career civil servant
The second modification is the reclassification of positions vacant due to retirement, supported by Article 92.3 of Law 7/1985 and Article 9.2 of Royal Legislative Decree 5/2015. The reclassification of the Municipal Surveyor position, vacant due to the retirement of its holder in July 2026, has been finalized, ceasing to be permanent contractual staff and becoming Career Civil Servant Personnel.
The new position is classified in group A2, level 23, Special Administration scale and Medium Technician sub-scale, with a single allocation.
A resulting workforce of 17 civil servants and 32 contractual staff
With these changes, Annex II of the personnel establishment for 2026 consists of 17 career civil servant positions and 32 contractual staff positions. Among the civil servants are the Secretary-Intervention and the Vice-Secretary-Intervention (A1, level 26), the General Administration Technician and the Economic Area Technician (A1, levels 23 and 24, both vacant), Treasury (C1, 18), four Administrative Assistants (C2), five Local Police positions (C1, level 16, three vacant), and the Chief of Local Police (C1, 18).
In the contractual staff section, notable positions include the Library Manager (A2, level 20), the Early Childhood Education Teacher (A2, 20), four Specialist Technicians in Kindergarten (C1, 16; two permanent, one vacant, and one temporary contract), the Multi-Services/Maintenance Officer (C2, 16, vacant), and five Cleaner positions, in addition to laborers, concierges, street cleaning operators, and the position of Community Dynamizer (C1, 16).
Contentious-administrative appeal within two months
Against the final approval, which concludes the administrative process, legitimate interested parties may file a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Andalusia within two months from the day following the publication of the announcement in the Official Gazette of the Province of Córdoba, according to Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.
The impact of the measure is twofold: on one hand, it improves the remuneration linked to the destination supplement for ten profiles ranging from the Local Police to the library, kindergarten, ordinance, or community dynamization; on the other, it consolidates a technical position, such as the Technical Architect (Aparejador), as a civil servant structure, which strengthens the internal control of municipal activity for the next fiscal year.
