The Board of Directors of the Port Authority of Barcelona agreed on September 30, 2026, to award Boluda Maritime Terminals, S.A. (NIF A82392101) the tender for a port public domain concession intended for a multipurpose public maritime terminal at the Príncipe de España quay. The company obtained an overall score of 69.28 points, and the award is formalized under the conditions of its offer. The announcement is published in the Official State Gazette (BOE) no. 254, of October 13, 2026, section V-B, page 54059, with official reference BOE-B-2026-33264.
The procedure, processed as file 001/2026-SGSJC, was convened by a resolution of the Port Authority of Barcelona published in the BOE no. 60, of March 9, 2026 (BOE-B-2026-7228), in accordance with the agreements of the Board of Directors of February 25, 2026. The modality was an open tender, pursuant to Article 86 of the Recast Text of the State Ports and Merchant Marine Law, approved by Royal Legislative Decree 2/2011, of September 5.
The schedule was adjusted twice during processing: the regulatory specifications were modified by a resolution of May 22, 2026, published in the BOE no. 130, of May 28, 2026 (BOE-B-2026-17484), and the deadline for submitting inquiries was extended by a resolution of July 1, 2026, published in the BOE no. 160, of July 2, 2026 (BOE-B-2026-22531).
A terminal of 87,425 square meters and a 16-year concession
The concession is granted over the areas of the Príncipe de España quay of the port of Barcelona, with the following characteristics set out in the specifications:
- Terminal area surface: 87,425 m², plus the office area detailed in annex no. 1 of the specifications.
- Concession term: 16 years.
- Main activity: port service for the handling of multipurpose general cargo, including storage and reception or delivery of goods.
- Complementary activities: auxiliary commercial services proposed by the bidder.
- Exclusions: passenger traffic—except for truck drivers boarding or disembarking with the vehicle—and solid bulk traffic.
A tender with one hundred points at stake
The bidding process was resolved using the criteria of annex no. 11 of the specifications, which divided the score into two blocks:
- Valuation subject to value judgments: up to 50 points (strategic and market model, 15; physical layout of the terminal, 15; equipment, 5; technical project, 10; sustainability proposal, 5).
- Objective or automatic valuation: up to 50 points (traffic forecasts, 35; monetary economic contribution, 10; improvement of the activity rate, 5).
The solvency requirements demanded from bidders included a minimum net worth of three million euros and accredited technical experience through the ownership of a general cargo terminal with at least 200,000 tonnes handled in any of the last three years, two general cargo vessels, or a factory with that same annual volume via sea. The established guarantees were 125,000 euros (provisional), 5% of the works project (definitive), and 1,000,000 euros (operational).
Publication, signature, and appeal process
The announcement is signed in Barcelona, on October 7, 2026, by the president of the Port Authority of Barcelona, José Alberto Carbonell Camallonga. The agreement is a definitive administrative act and exhausts the administrative route, therefore the following may be filed against it:
- Optional appeal for reversal (recurso potestativo de reposición) before the Board of Directors of the Port Authority of Barcelona, within one month from the day following publication, according to article 123 of Law 39/2015.
- Contentious-administrative appeal before the High Court of Justice of Catalonia, within two months, pursuant to article 46 of Law 29/1998.
The award closes an open tender from March 2026 and reinforces the position of Boluda Maritime Terminals on the map of general cargo terminals within the Spanish port system. For the port of Barcelona, it means activating an area of nearly nine hectares at the Príncipe de España quay with an operator specialized in multipurpose goods, which directly impacts general cargo logistics and the cargo handling capacity of the facility.
