Barberà del Vallès opens job bank for personal services technicians

The Barberà del Vallès City Council has opened the selection process to establish a job bank for Personal Services Technician, through a competitive merit-based system for open entry, to address urgent and unavoidable temporary staffing needs that may arise in this position. The call, with code BP26/009 and file 2452/2026, is published in the Official Gazette of the Province of Barcelona on September 3, 2026 (pp. 1-10, CVE 202610135886).
The specific rules were approved by the Local Governing Board on July 29, 2026, and the process call was approved by resolution 2026-2969, dated August 21, 2026, from the Deputy Mayor delegated for Human Resources. The position, with code 8.015 in the current List of Job Positions (published in the BOPB on December 5, 2024), is assigned to the area of Civil Rights and Citizenship, classified under the special administration scale, technical sub-scale, group A2, with a destination supplement level of 18 and a standard working day.
Position Characteristics and Areas of Action
The selected personnel will have an appointment as an interim civil servant or a temporary employment contract, and will perform mid-level technical administrative functions in project management, report writing, monitoring of services provided by third parties, citizen service, and support for the management of municipal facilities. The job bank will be constituted by municipal areas of action, with indicative professional profiles:
- Social Services, social education, and care for children, the elderly, and dependency.
- Public health, food, animal welfare, and health promotion.
- Citizen participation, coexistence and civility, and community mediation.
- Care for newcomers and diversity and LGTBI+ policies.
- Physical activity and sports, education, culture, and youth policies.
- Access to housing, gender equality, care for the elderly, and decentralized cooperation.
Requirements and Submission of Applications
Applicants must hold a university degree or equivalent qualification, the Catalan language proficiency certificate (C1) and, for those who do not have Spanish nationality, the superior level of Spanish. Examination fees set by the tax ordinances must also be paid, with exemptions for people with disabilities or in a legal situation of unemployment.
The deadline for submitting applications is 20 business days starting from the day after the last publication in an official newspaper or gazette. Applications shall be submitted electronically via the City Council’s electronic office, using a digital certificate or electronic signature, and only exceptionally in paper at the Registration Assistance Office (OAC) or at any electronic registry of a public administration.
Selection Process and Merit Scale
The selection system is a competition, consisting of the evaluation of merits claimed through a responsible declaration, according to the scale in base 7a. The evaluation includes training (degrees, masters, postgraduate studies, languages, ACTIC certificate, and training in gender and LGTBI+ perspective), professional experience in public administration or the private sector, and other merits such as publications, presentations, and experience as a trainer.
Once the merits have been evaluated, a specific pool will be created for each area, ordered from highest to lowest score. Applicants will be called in order for a personal interview, conducted by a minimum of two technical professionals from the Civil Rights and Citizenship area, which will determine the final selection based on the suitability of the profile for the specific need. The pool may be extended, exceptionally, to positions with analogous functional content within the same group and subgroup.
The announcement, signed by the acting general secretary, Antonio Cárceles Jurado, on August 25, 2026, opens a relevant opportunity for technical professionals interested in working in local administration, across a wide range of social and citizenship areas. The pool becomes a key instrument for the city council to respond with agility to urgent staffing needs in one of its most transversal services.
