Por FactBox Admin

The Barbastro City Council has initially approved the modification of the Municipal Ordinance on Mobility and Road Safety, a text of 143 articles that reorganizes traffic, parking, and the use of public space throughout the municipal district. The agreement was adopted by the Plenary in an ordinary session on September 29, 2026, and is published in the Official Gazette of the Province of Huesca number 189, dated October 2, 2026, with the official reference BOPH-2026-189010. The file is now subject to public information and a hearing for interested parties for thirty days.
The announcement, signed by the Mayor-President Fernando Torres Chavarría in Barbastro on September 30, 2026, is processed under File 1858805Z and NIF P2206100F, and occupies pages 55 to 83 of the provincial gazette. The full text of the ordinance is included as an annex to the document, structured into six titles, 143 articles, additional, transitional, repealing, and final provisions.
The regulation is issued under the authority of Law 7/1985, of April 2, Regulating the Bases of the Local Regime; Royal Legislative Decree 6/2015, the consolidated text of the Law on Traffic, Circulation of Motor Vehicles and Road Safety; Royal Decree 1428/2003, General Circulation Regulations, and Law 7/2021, of May 20, on climate change and energy transition regarding low-emission zones. The Barbastro City Council justifies the update due to the emergence of new means of transport and the need to protect the most vulnerable users.
Thirty days to submit allegations
- The file is subject to public information and a hearing for interested parties for a period of thirty days, during which allegations, claims, and suggestions may be submitted.
- If no claims have been submitted after this period, the modification will be considered definitively approved.
- The ordinance will enter into force once published in full in the Official Gazette of the Province and after the legally established period has elapsed.
Speed, low-emission zones, and technological control
The text establishes the generic speed limits on urban roads in accordance with Article 50 of the General Circulation Regulations:
- 50 km/h on roads with two or more lanes per direction or with a reserved lane for public transport.
- 30 km/h on roads with a single lane per direction and in “Zone 30” areas.
- 20 km/h in residential streets or meeting zones.
- 10 km/h in pedestrian streets where vehicle circulation is authorized.
The ordinance also regulates Low Emission Zones, the creation, modification, or removal of which will require an agreement by the Plenary following a justifying technical report, and enables traffic control technological systems, video cameras, and automated systems, subject to data protection regulations.
Personal mobility, bicycles, and school zones
- Personal mobility vehicles may not exceed 25 km/h, will require a minimum age of fifteen years, a certified helmet and reflective vest, and will require civil liability insurance; the lack thereof will result in immediate immobilization.
- A “Kiss and Go” zone is created for educational centers and preschools, with a maximum stop of two minutes and a prohibition on parking.
- The City Council may establish safe school paths and itineraries for autonomous student travel.
- The scope of application covers all urban roads within the municipal district, including the nuclei of Burceat and Cregenzán.
Sanctions and transitional regime
The sanctioning regime refers to articles 80 and 81 of the state legal text: minor infractions will be penalized with a fine of up to 100 euros, serious infractions with 200 euros, and very serious infractions with 500 euros as a general rule. Voluntary payment within the deadline will entail a 50% reduction in the amount. The sanctioning power corresponds to the Mayor-President, and the Mayoralty-Presidency will approve, by decree, a systematized list of infractions and sanctions.
The transitional provision maintains the validity of current driveway licenses and space reservations, which must be adapted within two years if they are indefinite, and preserves existing signage until its replacement.
The initial approval now opens the decisive process for the residents of Barbastro: any interested person or entity may file an objection against a text that affects speed, parking, the circulation of scooters and bicycles, and the daily use of streets and squares. The final content of the regulation will depend on the claims submitted within the open period.
