Barakaldo has definitively approved the Sustainable Urban Mobility Plan

Barakaldo City Council has definitively approved the Sustainable Urban Mobility Plan (PMUS), through the agreement reached by the City Council in the extraordinary session 14/2026 held on June 25, 2026. The decision was published in the Official Gazette of Bizkaia (BOB) number 176, on September 15, 2026, with the CVE reference BOB-2026a176-(II-4762).

The plan will guide the city’s overall mobility policy in the coming years, and its definitive approval is the result of a previous phase. The City Council initially approved it on December 29, 2025, through agreement 281/26/2025/1, in extraordinary session 26/2025, after which a public information period was opened to receive allegations. After analyzing and resolving the allegations submitted during that period, the Consolidated Text has been definitively approved, as the process ensured the participation of citizens and stakeholders.

The PMUS redefines the city’s mobility model, promoting the use of public transport, walking, and cycling, with the aim of reducing dependence on private vehicles. The plan responds to the city’s main challenges, such as traffic management, road safety, and the reduction of emissions. To this end, it includes a set of medium- and long-term measures adapted to the city’s demographic and urban characteristics.

Resolution of allegations

Four allegations were submitted during the public information period, and the City Council has decided whether to estimate, partially estimate, reject, or accept each of them, depending on the case. Those who submitted allegations were:

• Plataforma Oin-Biziz Mugi Trapagaran
• Contributions from the EH Bildu municipal group
• Iñaki Manzano Diego

The resolution will be notified individually to all natural and legal persons appearing in the procedure, together with the transfer of the arguments contained in the Municipal Technical Services report of June 16, 2026. In this way, the response given to each allegation remains properly justified, and citizen participation is reflected in the final content of the plan.

Legal basis

To approve the Consolidated Text, the Council took several legal references as a basis: Article 24 of Law 4/2019 (on Sustainable Energy of the Basque Autonomous Community), Article 16 of Law 11/2023 (on sustainable mobility in the Basque Country), Article 31.2 of Law 1/2024 (on Energy Transition and Climate Change in the Basque Country), and Article 24 of the state Law 9/2025 (on Sustainable Mobility). This legal framework ensures that the plan has been approved in accordance with the regional and state sustainable mobility policies.

Publication and validity

To publicize the agreement, it has been decided to publish it via announcement in the Boletín Oficial de Bizkaia, as well as on the Town Hall’s Edict Board, the municipal transparency portal, the municipal website, and the municipal electronic office, throughout the duration of the approved Plan. In this way, citizens will be able to know the full content of the plan, and the municipality’s transparency principles are fulfilled.

The agreement was signed by Mayor Amaia del Campo Berasategui in Barakaldo, on September 5, 2026. The final approval of the Plan establishes a stable framework for the city’s mobility policy and will guide investments and measures in the areas of transport, pedestrians, and bicycles in the coming years, towards a more sustainable city. For citizens, the plan entails a commitment to improve daily commutes and ensures that the municipal decisions were taken after a process of transparency and participation.
