Balaguer announces a vacancy for a commercial revitalization technician with a temporary contract

The Paeria de Balaguer has approved the bases and the call for the selection of one commercial revitalization technician position, with a temporary employment contract of one year’s duration. This was done through Mayoral Decree 2026-1980, of October 21, 2026, which resolves file 1700/2026 and is published in the Official Gazette of the Province of Lleida no. 203, of October 23, 2026 (reference BOP-2026_0_203_8846, pp. 1-19). The procedure is an open competitive examination (concurs-oposició) and the call is made, according to the text, “with maximum urgency.”

The framework of the call is the Treball als Barris project, the support program for territories with the greatest needs for territorial and social rebalancing subsidized by the Employment Service of Catalonia. The position is specifically linked to action E1, for technical personnel responsible for the occupational and local development project, and the functions focus on the commercial fabric of the city’s Historic Center.

A one-year contract conditioned on the subsidy

The hiring is temporary, from 01/11/2026 to 31/10/2027, full-time according to the Paeria’s agreement, with service from Monday to Sunday and the breaks established by law. The remuneration regime corresponds to subgroup A2:

• Qualification Group A2: 16,143.90 euros per year
• Destination supplement, level 20: 7,700.14 euros per year
• Specific supplement: 6,862.24 euros per year
• Annual earned remuneration: 30,706.28 euros gross

The call is conditioned on the effective granting of the subsidy from the Employment Service of Catalonia and the financing of action E1. Passing the process does not generate a right to the formalization of the contract until this financing is available; if the subsidy is denied, the contract will not be signed.

Requirements and deadlines for application

Applications must be submitted within ten business days from the day following the publication of the call in the Official Gazette of the Generalitat de Catalunya, given the execution calendar of action E1. The main requirements are:

• University degree of subgroup A2 or being in a position to obtain it
• Certificate of Catalan proficiency level (C1) or equivalent; if not accredited, a specific test must be passed
• Functional capacity and absence of causes for incompatibility or disqualification
• For persons without Spanish nationality, accreditation of knowledge of Spanish

The applications, addressed to the Presidency, can be delivered to the General Registry of the Paeria, at Plaça Mercadal, 1, Balaguer, or electronically. Anyone submitting the application in an external registry must communicate this to recursoshumans@balaguer.cat within the deadline.

Three examination exercises and twenty merit points

The opposition phase is worth a maximum of 40 points and consists of three exercises: the Catalan language test (pass or fail), a Spanish language test only for non-Spanish applicants, and the resolution of a practical case worth up to 40 points, with a minimum of 20 to pass. The competition phase, which is only reached by those who pass the opposition, adds up to 20 points:

• Professional experience: up to 10 points (4 general and 6 specific in commerce, economic promotion, or local development)
• Academic record: up to 5 points for additional qualifications
• Complementary training and other merits: up to 5 points, including the ACTIC certificate and C2 level of Catalan

The qualifying tribunal is composed of a president appointed by the Paeria, a member proposed by the Escola d’Administració Pública de Catalunya, a member from the Paeria, and a secretary from the human resources area, with a voice but no vote. The contract includes a one-month probationary period.

Prospection of the Historic Center’s commerce

The job position must carry out prospection of the commercial and business fabric of the Historic Center, with permanent contact with shops, companies, premises owners, and entrepreneurs. It must also provide advice on consolidation, modernization, generational renewal, and implementation of new activities processes, organize workshops and sectoral meetings, and provide technical support for the municipal commercial urban planning strategy. The text signed by the Paera in charge reminds that an appeal for reversal can be filed against the resolution within one month, or a contentious-administrative appeal within two months.

The call opens a qualified one-year job opportunity in the Noguera region, in a field—local commerce and the revitalization of the Historic Center—that concentrates a large part of the municipality’s economic activity. For job seekers with a university degree and a technical profile, the process is one of the few public positions open this autumn in Balaguer, although its formalization depends on the subsidy from the Servei d’Ocupació de Catalunya.
