Baena convoca por concurso de méritos una plaza de informático interino

The Baena City Council has approved the rules and the call for the selection process, via a merit-based competition, for the appointment of an interim civil servant to the position of Technical Computer Engineer (A2), as a temporary replacement for the permanent holder, and the establishment of an employment pool. The decision is formalized in a decree from the Mayor’s Office published in the Official Gazette of the Province of Córdoba number 193, dated October 6, 2026, with reference BOP-A-2026-3331. The deadline for submitting applications is ten business days starting from the day following the publication of the call.

The origin of the call

The advertised position is number 18 of the municipal Job Position List, assigned to Subgroup A2, Special Administration scale, Medium Technical subscale, with a destination supplement of level 22. The permanent holder is currently on temporary disability leave, which necessitates the temporary coverage of technical and specialized functions affecting municipal computer systems, networks, communications, electronic administration, information security, and technological support for municipal services.

The decree, signed in Baena on September 29, 2026, by the Mayor-President, María Jesús Serrano Jiménez, responds to the proposal of the Delegate Councilor for Personnel dated September 4, 2026. The file is supported by Article 10.1 of the revised text of the Law of the Basic Statute of the Public Employee and by Law 5/2023, of June 7, on the Public Service of Andalusia, which considers employment pools as an instrument for the selection of interim civil servant personnel. The City Council justifies the merit-based competition due to the non-existence of a previous specific pool and the need for immediate coverage.

Requirements and characteristics of the position

  • Spanish nationality, functional capacity, and age between sixteen years and compulsory retirement.
  • Not having been dismissed through disciplinary proceedings nor being disqualified from public employment.
  • Degree in Technical Engineering in Management or Systems Computing, or a Degree in Computer Engineering, with validation or homologation in the case of foreign degrees.
  • Supporting documentation: ID (DNI), qualification, and alleged merits, which must be met by the closing date of the deadline.
  • Functions: maintenance of hardware and software, coordination with the municipal applications consulting firm, maintenance of the local network, incident management, design of office automation databases, and advising the Corporation on ICT matters.

Scale, tribunal, and interim pool

The merit-based competition grants a maximum score of 10 points, distributed across three sections:

  • Professional experience, up to 5 points: 0.10 points per full month in Computer Technician (A2) positions within Local Administration and 0.20 points per month in Computer Scientist (A1) positions.
  • Training and professional development courses, up to 3 points, at a rate of 0.01 points per teaching hour.
  • Other merits, up to 2 points: 0.25 per university degree other than the one required, 0.5 per master’s degree, and 1 per doctorate related to the position.

The Qualifying Board will consist of a President and two Members, with a municipal official serving as Secretary, all of whom must be from Subgroup A2 or higher. Ties will be resolved in favor of the candidate with the highest score in professional experience and, should the tie persist, by draw in the presence of the applicants. An Interim Pool will be established with the remaining participants for future calls without the need for a new selection process. The proposed candidate will have three business days to submit the documentation and ten business days to take office.

Relevance

The call reinforces the IT service of a municipality that depends on a single technical position of this category and opens a stable access route to local public employment for technological profiles. The appointment will be temporary and will cease the day before the permanent holder returns, while the created pool will allow the Baena City Council to respond agilely to future absences. Against the rules, which exhaust the administrative route, an optional appeal for reversal may be filed within one month or a contentious-administrative appeal within two months.
