Bóveda opens job bank for Social Worker

The Bóveda City Council (Lugo) has announced a selection process to establish a temporary employment pool for the substitution of the Social Worker position, under a temporary labor personnel regime. The call was approved by Mayor’s resolution no. 2026-0505, dated August 28, 2026, and published in the Official Gazette of the Province of Lugo no. 202, dated September 4, 2026 (reference R. 2343).
The purpose of the pool is to temporarily cover the Social Worker position of the municipality in the event of vacations, sick leave, permits, licenses, and other service circumstances. The process will be resolved through a merit-based competition, without an examination phase, and the pool will be valid for three years from its approval, extendable for duly justified reasons.
Requirements and qualification
To participate, it is necessary to meet the general requirements of Article 56 of the Recast Text of the Law of the Basic Statute of Public Employees (Legislative Royal Decree 5/2015) and Article 50 of Law 2/2015 on public employment in Galicia. Specific requirements for the position include:
- Holding a Diploma or Degree in Social Work or equivalent, officially recognized where applicable.
- Accrediting Celga 4 or equivalent, or passing the Galician language test of the process.
- Holding Spanish nationality or falling under the free movement cases provided for in the regulations.
- Not being separated from service nor subject to causes of incapacity or incompatibility.
Applications shall be submitted at the General Registry of the City Council, from 09:00 to 14:00 hours, or via the Electronic Registry (concellodeboveda.sedelectronica.es), within a period of ten business days counting from the day following the publication of the announcement in the Official State Gazette.
Merit-based selection system
The selection process, which constitutes 100% of the qualification, evaluates three blocks of merits with a maximum of 100 points:
- Personal interview (maximum 10 points): assesses the interest and suitability of the candidate for the position.
- Professional experience (maximum 70 points): 0.40 points for every 30 days in city councils and 0.20 points for every 30 days in other public administrations.
- Complementary training (maximum 20 points): courses related to the position or to the Administration, scored according to their duration, from 1 point (15-20 hours) up to 10 points (200 or more hours).
Additionally, applicants must pass a Galician language test (pass/fail) consisting of the translation of a text from Spanish to Galician; those who accredit Celga 4 are exempt. In the event of a tie, it will be resolved in favor of the person who obtains a higher score in the interview and, if the tie persists, in favor of the person who accredits more 200-hour courses or whose application was registered first.
Operation of the pool
The tribunal, composed of a president, a secretary, and three members, will compile the list in order of score. The calls will follow a strict order of precedence and will be made by telephone or email, with two telephone attempts separated by at least three hours. Renunciation implies definitive exclusion from the pool, except for justified cases such as maternity, paternity, illness, or the death of relatives.
Contracts will be signed full-time, from Monday to Friday, under the modalities of substitution (code 410) or due to production circumstances (code 402). The selected person must provide a medical certificate, a sworn statement, and a Social Security affiliation number within two business days.
The call, which exhausts the administrative route, may be challenged through an appeal for reversal before the Mayor’s Office within one month, prior to contentious-administrative proceedings before the Contentious-Administrative Court of Lugo. This news is of interest both to social work professionals in the region and to users of the municipality’s social services, who will be guaranteed continuity of care during the absences of the permanent staff.
