Bérchules abre el concurso del bar-quiosco de Alcútar por 1.509,89 euros anuales

The Bérchules City Council has opened the tender for the operation of the bar-kiosk located in the Church Square of Alcútar, with a bidding fee of 1,509.89 euros per year and a usage term of two years, extendable for another two. The call is published in the Official Gazette of the Province of Granada number 211, dated October 30, 2026, within the Local Administration section, with the official reference BOP-GRA-2026-211003 (p. 18).

The decision is based on the Mayoral Resolution No. 2026-0509, dated October 23, 2026, which approves the regulatory bases and Annexes I and II for the authorization of the use of the property, processed as file 525/2026. The resolution, signed by the mayor, Ismael Padilla Gervilla, is supported by articles 28 to 30 of Law 7/1999, of September 29, on Assets of Local Entities of Andalusia, and articles 55 to 58 of Decree 18/2006, of January 24, which approves the Regulations on Assets of Local Entities of Andalusia, with a prior legal report dated October 22, 2026.

A 2022 kiosk next to the church

The specifications describe a public domain property built on public land in 2022, with 24.85 square meters of building, 27.50 square meters of enclosed covered terrace, and 60 square meters of shaded terrace, free of liens and in a good state of conservation. Its purpose is to operate as a kiosk throughout the year, selling drinks, sweets, nuts, ice cream, and pastries, and a bar-cafeteria service without music, offering tapas and drinks.

The successful bidder must assume the maintenance, cleaning, and conservation of the kiosk, in addition to the sweeping and scrubbing of the square and the cleaning of the two public restrooms located there, as well as the water, waste, and electricity supplies. The maximum authorized schedule sets the opening at 7:00 AM and closing at 11:00 PM between November and December, and at 1:30 AM from July to October and on holidays, with an acoustic emission limit of 96 dBA.

Fee, guarantees, and scoring criteria

The economic amount is structured into two references appearing in the specifications:

  • Base bidding fee: 1,509.89 euros per year, according to the report from the municipal technical services, which may be improved upwards; offers lower than this rate will be rejected.
  • Minimum price to bid in the award criteria: 1,000.00 euros per year as a fee for the occupation of the public domain, with zero points for offers at or below this figure.
  • Provisional guarantee: 503.29 euros, equivalent to 2% of the value of the public domain.
  • Definitive guarantee: 4% of the value of the public domain.
  • Payment of the fee: through monthly settlements in favor of the Municipal Comptroller’s Office of the Bérchules City Council.

The evaluation of the proposals distributes up to 80 points: 50 for the offered price, 10 for being unemployed, under 30 years of age, or committing to hire an unemployed person or a youth—the specifications expressly refer to the “vulnerable situation” of the Alpujarra regarding employment opportunities—and 20 for the management and operation project and the maintenance and conservation program.

Deadlines, envelopes, and tender board

Applications must be submitted within 30 calendar days from the publication in the BOP, at the City Council registration offices at Plaza de la Constitución number 1 (18451) from 8:00 to 14:00, or via the municipal electronic office. Two envelopes are required, one with the administrative documentation and another with the economic proposal.

The Tender Board is chaired by José Antonio Tallante Martínez, with Jordi Rico López (Audit), Laura Peinado López, Belén Cara Ruiz, and José Luis Gervilla Medina as members, and Mónica Peralta Martín as Secretary. The contracting body is the Mayor’s Office-Presidency, which must award the contract within 15 days of receiving the documentation and formalize the concession within the following 30 days.

The conditions represent an opportunity for hoteliers and entrepreneurs from the Alpujarra, who can opt for a hospitality business already built and in a tourist-heavy location, although with the burden of maintaining the square, the restrooms, and the civil liability and property insurance, and with a fee that cannot be reduced.
