Seseña Solar-I solar plant of 4.51 MWp authorized in Toledo
Por FactBox Admin

The General Directorate of Energy Transition has granted Zabar Solar Canarias 3, S.L. the prior administrative authorization and the administrative construction authorization for the Seseña Solar-I solar photovoltaic installation, with a peak power of 4.51 MWp, along with its auxiliary and evacuation infrastructures. The decision is contained in the Resolution of 10/23/2026, signed by the general director, Alipio García Rodríguez, and published in the Official Gazette of Castilla-La Mancha no. 211, dated November 4, 2026, in section III (Other provisions and acts), with the official reference 2026/7831.
The file, processed under number 2703/01709 (provincial reference PE-713), was initiated at the Provincial Delegation of Sustainable Development of Toledo. The promoting company, with CIF B16855462, submitted the application on September 11, 2023, and the procedure has been governed by Decree 80/2007, of June 19, which regulates authorizations for electrical energy installations in Castilla-La Mancha. The authority to resolve corresponds to the General Directorate of Energy Transition according to Decree 112/2023, of July 25, regarding the organic structure of the Ministry of Sustainable Development.
Technical characteristics and location
The project contemplates a photovoltaic plant of 4.51 MWp, with 4.160 MWn of maximum active power in inverters and 4,000 kW of installed power, limited to 3.6 MWn via PPC. Its main components are:
- 6,540 photovoltaic modules of 690 W each, on a single-axis tracker.
- 13 inverters of 320 kVA at 40 ºC.
- A transformation center of 4,000 kVA with a 15/0.8 kV ratio.
- 15 kV underground high-voltage line of 20 meters to the disconnecting center.
- Disconnecting center with an auxiliary services transformer.
The plant is located on plot 5001 of polygon 19 of the municipality of Seseña (Toledo), in zone 30, with coordinates X: 445,308.20 and Y: 4,435,664.71, while the disconnecting center is located on plot 12 of polygon 15 of Pepino (Toledo). The access and connection permit was issued by UFD Distribución Electricidad, S.A. on April 14, 2023, with reference EXP938222100228 and a granted capacity of 3,600 kW. The technical project was drafted by María Inmaculada Blázquez García. The purpose is the production of renewable electrical energy for discharge into the distribution network.
Protected land and coexistence with a gravel pit
The Seseña City Council initially reported the incompatibility of the project with the aggregate extraction license of Gravera El Puente, S.L., which held a usufruct over the plot until March 10, 2024. The developer proved that the occupation would occur after that date and provided a second municipal report classifying the land as specially protected non-developable land for irrigated agricultural suitability (SNUP-I) according to local Subsidiary Regulations, where article 9.4.2 permits infrastructural use.
The plot is also subject to road constraints from the A-4 highway, railway constraints from the commuter line to Aranjuez, livestock track constraints (Cordel de Los Puchereros and Colada de Velascón), the Canal del Jarama, the Carrizales y Soto del Jarama SPA, archaeological constraints due to the prevention area, and mining constraints due to the Gravera del Jarama. The mining company opposed the project; on February 18, 2026, the developer provided the approval resolution for the definitive abandonment of works project, which affects the “Gravera El Puente” No. 3,768 exploitation concession and the “El Puente Ampliación” TOA654 authorization.
Environmental report and archaeological site
On November 3, 2025, the Provincial Delegation for Sustainable Development of Toledo formulated the environmental impact report for the project (PRO-TO-24-3309), published in DOCM no. 219 on November 12, 2025, which concludes that the installation does not need to undergo an ordinary environmental impact assessment provided that the proposed measures are met.
Among the conditions is the exclusion of any activity or infrastructure in the surroundings of the archaeological site located in the southeast corner of plot 5001 of polygon 19, as warned by the Culture Service, a matter which the developer resolved with a technical annex in August 2025. Anti-collision and anti-electrocution measures are also required for eight supports of the line, authorizations for livestock tracks and roads, and perimeter and interior plantings.
On May 15, 2026, the Environmental Quality Service accepted that the additional documentation be provided at the start of the works or commissioning, subject to a responsible declaration. The Provincial Delegation issued a favorable report on June 2, 2026, as did the Energy Installations and Technologies Service.
Conditions and appeal process
This resolution does not exhaust the administrative route: an administrative appeal (recurso de alzada) may be filed before the head of the Regional Ministry of Sustainable Development within a maximum period of one month from the day following its notification, in accordance with articles 121 and 122 of Law 39/2015. The execution period is linked to the maximum date for obtaining the final operating authorization, in accordance with the validity of the access and connection permit. Non-compliance with the conditions may lead to revocation.
The authorization arrives after more than three years of processing and with the promoter’s initial schedule already exceeded, which foresaw starting the works in January 2025 and commissioning the plant in November 2025. The project is located on protected rural land in a municipality of the La Sagra region, between the A-4 and the Jarama, an area of special sensitivity due to the SPA (Special Protection Area) and the presence of a mining operation under restoration.
