The Governing Council of the Balearic Islands authorized, in the session of September 11, 2026, the construction project for a development of 60 public protected housing units at Mariano Gómez Ulla Street, 12-16, in Marratxí. The agreement, adopted upon the proposal of the Minister of Housing, Territory, and Mobility, is published in the Official Gazette of the Balearic Islands (BOIB no. 115, of September 15, 2026, Section III, page 49902), under document number 9191.

The development is processed under the framework of Law 4/2025, of July 18, on urgent actions aimed at obtaining land through strategic residential projects in the Balearic Islands, specifically its ninth final provision. The project, presented by the IBAVI (Balearic Housing Institute), has been duly supervised by this entity and complies with the content and level of detail provided for in article 152 of Law 12/2017, of December 29, on urban planning of the Balearic Islands.

A development declared of regional interest

The works had already been declared an investment of regional interest through an agreement of the Governing Council on December 5, 2025, published in BOIB no. 161 of December 6, 2025. The development is located on four plots owned by the IBAVI, with a total area of 1,670 m² according to the cadastre.

  • Municipality: Marratxí (Mallorca).
  • Regime: public protected housing.

The drafting team and regulatory compliance

The project was signed by the drafting team UTE RIPOLLTIZON LLOC, led by architects Juan Miguel Tizón Garau, José Ripoll Vaquer, Adrián Talens Mateu, and Itziar Lafuente Antón. The building responds to the functional and construction needs of the development and complies with habitability, accessibility, safety, and activity regulations.

  • Regarding the rules of direct application of article 68 of Law 12/2017.
  • It conforms to Royal Decree 314/2006, of March 17, which approves the Technical Building Code.
  • It is not necessary to submit the project to an environmental assessment, as the uses provided for in the urban planning of Marratxí are maintained, in accordance with the Recast Text of the Environmental Assessment Law of the Balearic Islands (Legislative Decree 1/2020, modified by Law 7/2024).

Processing and prior reports

The ninth final provision of Law 4/2025 requires, prior to authorization, a public information process of fifteen calendar days and a favorable report from the city council where the development is located. The public information process for the basic and execution project was published in BOIB no. 95, of July 30, 2026, and no objections were submitted.

  • On July 31, 2026, the executive project was submitted to the Marratxí City Council for the issuance of a favorable report.
  • Once the legal deadline has passed without a resolution to the contrary, the report is understood to have been issued favorably.

The agreement, signed by the secretary of the Governing Council, Antònia Maria Estarellas Torrens, and the president, Margarita Prohens Rigo, must be notified to the Marratxí City Council and published in the BOIB. With this authorization, the Government advances in expanding the offer of affordable housing in Mallorca, one of the most urgent demands in a real estate market with rising prices, and takes a concrete step to facilitate access to housing for families in the region.
