Asturias amplía su plantilla con 48 nuevos puestos, 42 de ellos en Educación

The Government Council of the Principality of Asturias has approved the creation of 48 new jobs for 2026, 42 of which correspond to the Department of Education. This is done through the Agreement of October 23, 2026, which approves the modification of the job organization instruments (5/2026), published in the Official Gazette of the Principality of Asturias (BOPA) no. 211, of October 30, 2026, with official reference 2026-08868.

The decision is based on the entry into force of the Law of the Principality of Asturias 5/2025, of December 31, on the General Budgets for 2026, which expanded the staff of civil servants and contractual personnel with budgeted positions starting September 1 and November 1 of this year. The agreement adapts the list of job positions and the contractual personnel catalogs to that increase, “for the purpose of reinforcing the staffing of certain areas,” as stated in the text itself.

The competence corresponds to the Government Council according to article 13.d) of the Law of the Principality of Asturias 2/2023, of March 15, on Public Employment, and the proposal falls to the counselor competent in public employment as it affects more than one department (article 14.a).3). The file was processed with prior negotiation with the representation bodies of public employees and a report from the Human Resources Organization Commission.

Education concentrates 42 of the 48 positions

The distribution of the approved new positions is as follows:

  • Department of Education: 42 positions, all in the General Directorate of Centers and the 0 to 3 Year Network.
  • 37 positions for Early Childhood Education Technician, to staff preschools currently in operation or scheduled to open.
  • 5 positions in the category of Educator Assistant.
  • Department of Presidency, Demographic Challenge, Equality and Tourism: 3 positions.
  • Department of Territorial Planning, Urbanism, Housing and Citizen Rights: 3 positions.

In the area of the Presidency, one civil servant position of subgroup A1 is created as head of the equality unit, attached to the General Directorate of Equality, and two positions from the Computer Technical Engineering scale in the General Directorate of Digital Strategy and Artificial Intelligence, within the service for artificial intelligence strategy, administrative innovation and official publications.

The three Territorial Planning positions are located in the Technical General Secretariat and are configured as non-singularized positions of the Higher Administration Corps (A1), the Management Corps (A2), and the Administrative Corps (C1).

Full-time for 19 attendants and operators

The agreement also incorporates the expansion to full-time hours for 19 permanent seasonal office assistant and operator positions assigned to centers and healthcare units of the Ministry of Social Rights and Welfare, under the General Directorate for the Promotion of Personal Autonomy and the Elderly. The assignments include:

  • The Casa del Mar in Gijón and the Gijón-Centro social center.
  • The day centers and social centers of Moreda (Aller), La Luz (Avilés), Cangas del Narcea, El Arbeyal (Gijón), El Llano (Gijón), Luanco (Gozón), La Felguera (Langreo), Sama (Langreo), Pola de Lena, Luarca (Valdés), Turón (Mieres), Covadonga (Oviedo), and Vegadeo.
  • The Hospedería Casa del Mar Ría de Avilés and the elderly social center of Pola de Laviana.

Reinforcement in emergencies, public employment, and agencies

The agreement also modifies the job positions of other structures. In the Emergency Service of the Principality of Asturias (SEPA), a Section Head of Personnel and Legal Regime and a personnel section assistant are created, one administrative technician position is converted to a civil service post, and one administrative manager position and four territorial coordinators are abolished; in the operational area, one firefighter assistant position in the Ibias Station is abolished and one firefighter-driver is created, and seven firefighter-rescuer positions are reorganized.

In the Public Employment Service of the Principality of Asturias (Sepepa), assignments are reordered, vacant positions are converted to civil service posts, and a Section Head position reserved for economists is created in the communication service and occupations observatory. Interventions also take place in the Agency for Science, Business Competitiveness and Innovation, the Residential Establishments for the Elderly of Asturias, the Regional Service for Agri-Food Research and Development, the Asturian Institute for the Prevention of Occupational Risks, the Royal Institute of Asturian Studies, the Symphony Orchestra of the Principality of Asturias, and the “Adolfo Posada” Asturian Institute of Public Administration.

Staggered entry into force and parliamentary control

The effects of the agreement are not simultaneous:

  • Annexes I and IV (creations in the Presidency and labor personnel) take effect the day after publication, October 31, 2026.
  • Annex II, relating to Territorial Planning, enters into force on November 1, 2026.
  • Annexes III, V, VI, and VII will do so fifteen days after publication, November 14, 2026.

The agreement mandates reporting to the General Assembly of the Principality of Asturias within one month and exhausts administrative remedies, with the possibility of filing a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of the Principality of Asturias within two months, or a motion for reconsideration before the Government Council within one month. The document is signed by the Councilor for Presidency, Demographic Challenge, Equality, and Tourism, Gimena Llamedo González.

The expansion has a direct effect on upcoming public employment calls: the 37 positions for Early Childhood Education Technician and the 5 for Educator Assistant expand the basis for future competitive examinations and consolidate the staff of the regional network for ages 0 to 3, one of the areas with the highest demand for positions in Asturias. The reinforcement of structures such as SEPA, Sepepa, or the Science Agency responds, according to the agreement itself, to the need to adapt the organization to the Public Employment Law and to the new functions assumed by these bodies.
