Assembly of the Republic approves the 2025 State General Account
Por FactBox Admin

The Assembly of the Republic approved the 2025 State General Account, the primary accountability document for the State’s budget execution, through Assembly of the Republic Resolution no. 280/2026. The act was approved on October 21, 2026, and published in the Diário da República, 1st series, no. 207, on October 26, 2026, signed by the President of the Assembly of the Republic, José Pedro Aguiar-Branco.
A legal instrument reduced to a single sentence
The text published in the official gazette consists of a single sentence: “The Assembly of the Republic resolves, under the terms of paragraph 5 of article 166 of the Constitution, to approve the 2025 State General Account.” The summary of the act repeats the same wording, without any further development.
The resolution does not include a preamble, recitals, annexes, or tables, and does not quantify revenues, expenses, overall balance, or debt. Formally, the approval is an act of a single provision, without numbered articles or an autonomous entry into force.
Approval on October 21, publication on October 26
The trajectory of the instrument fixed in the official gazette is as follows:
- October 21, 2026 — date of approval of the resolution by the Assembly of the Republic.
- October 26, 2026 — publication in the Diário da República, 1st series, no. 207.
- José Pedro Aguiar-Branco — President of the Assembly of the Republic, who signs the act.
- Assembly of the Republic Resolution no. 280/2026 — official identifier of the instrument.
Five days elapsed between approval and publication, during which the instrument awaited insertion into the series of the official journal.
Invoked constitutional basis
The resolution is expressly anchored in paragraph 5 of article 166 of the Constitution, the same enabling provision invoked by Assembly of the Republic Resolution no. 279/2026, published immediately before in the same edition of the gazette.
That preceding resolution suspends the countdown of the operating period of the Parliamentary Inquiry Committee into Rural Fire Business between October 23 and December 1, 2026, inclusive, and was likewise approved on October 21, 2026.
Other acts in the same edition
Edition no. 207 of the 1st series of the Diário da República also includes:
- Rectification Statement no. 39/2026/1, of the General Secretariat of the Government, which corrects Council of Ministers Resolution no. 190/2026, of September 30, regarding the appointment of the board of directors of the Algarve Local Health Unit, E. P. E.; the reference to the member appointed by the Algarve Intermunicipal Community is removed, to read «the president and five executive members, for a three-year term».
- Ordinance no. 468/2026/1, of the Minister of Agriculture and Sea, which proceeds to the second amendment to Ordinance no. 315/2024/1, of December 5, and the first amendment to Ordinance no. 429/2026/1, of September 10, within the scope of interventions B.3.3 and B.3.4 of the PEPAC Portugal for the viticulture sector.
The parliamentary approval of the General State Account closes the scrutiny cycle of the 2025 accounts and constitutes the formal reference from which the budget execution of that year is treated as verified by the legislative power. With no values inscribed in the legal instrument, the material content of the accounts continues to depend on the budget execution documents to which the resolution provides political coverage, making this act the indispensable institutional seal for the public debate on State finances.
