Por FactBox Admin

The Arteixo City Council has definitively approved the Special Plan for Endowments and Infrastructures for Sports Facilities in Morás, an instrument that organizes a land pool of 197,349 square meters north of the A-6 highway. The agreement was adopted by the Plenary in an ordinary session on September 24, 2026, and the Official Gazette of the Province of A Coruña now publishes it in full, in issue number 202 of October 22, 2026, under announcement reference 2026/6767. The registration in the regional registry, under number ROTPG/P/80/2026, closes the processing and opens the period for challenge.
The document, dated September 2026 and registered with an entry on September 22 (RE 202600000011437), was signed by architects Álvaro Fernández Carballada, Beatriz Aneiros Filgueira, and Laura Fernández Suárez, from the firm Fernández Carballada y Asociados, SLP. The plenary agreement was published in the Official Gazette of Galicia number 188, of October 2, 2026, and the registration in the Registry of Land Use Planning and Urban Planning of Galicia was formalized by resolution of the Director General of Urbanism on October 16, 2026, in Section II of Book I, Volume VI, registration sheet number 19.
The announcement was signed in Arteixo on October 16, 2026, by the delegated councilor for Urbanism, Luis Alberto Castro Calvete, by delegation of Decree 1243/2025, of May 8. The full publication of the regulations and ordinances responds to articles 82.3 and 88.4 of Law 2/2016, of February 10, on Galician Land, and to article 70 of Law 7/1985, of April 2, regulating the Bases of Local Regime.
Rural land and land expropriation
The Subsidiary Planning Norms of Arteixo classify the area as non-urbanizable land, therefore the plan is applied under the rural land regime provided for in Law 2/2016. The area is located in the parish of Morás, north of the A-6 highway, and the acquisition of the land is planned through expropriation.
The planning distributes the general equipment system into four plots, with a maximum occupancy of 20% in three of them:
- EQ1: 96,218 m² of surface area and 19,243.6 m² of maximum occupancy.
- EQ2: 38,817 m² and 7,763.4 m².
- EQ3: 46,737 m² and 9,347.4 m².
- EQ4: 15,577 m², which remains entirely in a natural state.
Altogether, the plan allows up to 36,354.4 m² of occupancy. The buildability is entirely public, without profit-making use, and the installation of removable and provisional structures such as stands, boxes, toilets, or tents is permitted, which do not count towards buildability.
Natural state, heritage, and road impacts
Zones EN1 to EN4 shall remain unbuilt to preserve their natural state, although they allow for open-air sports facilities and small recreational amenities that do not seal the soil. In EN1 is located element GA15005022, the Mámoa da Canteira, which is entirely affected by the protection perimeter, requiring express authorization from the competent department for cultural heritage. In EN3 is concentrated the only area with vegetation of environmental interest.
The plan incorporates sectoral limitations due to the infrastructures that cross or border the area:
- The A-6 highway, under state ownership, with public domain zones, easements, affectations, and limitations on buildability.
- The regional highway AG-55 and the provincial road DP-0512, which require prior authorization from the Galician Infrastructure Agency.
- The hydrographic network of the Galicia-Costa demarcation, with grease traps and sand traps in the rainwater network.
- The rural nucleus of Santa Icía, whose noise impact must be periodically evaluated.
The instrument refers to the strategic environmental report formulated by resolution on August 27, 2018, and mandates the drafting of an ordinary works project to resolve roads, supply and sanitation networks, public lighting, and parking, with the possibility of execution in autonomous phases.
Two months to appeal before the TSXG
Against the agreement, which has the character of a general administrative provision, a contentious-administrative appeal may be filed directly before the corresponding chamber of the High Court of Justice of Galicia within a period of two months, counted from the day following the publication of the announcement, in accordance with article 46 of Law 29/1998, of July 13, and articles 84.1 of the Galician land law and 201.1 of its regulation.
The effectiveness of the act of definitive approval and its entry into force are conditioned upon the publication and registry inscription already completed, such that the plan is executive and binds both the administration and private individuals. For the residents of Morás and its surroundings, the regulation now establishes what can be built, with what occupancy and height, and which areas remain reserved as open space and natural state, in addition to opening the door to a future expropriation of land for the sports facility.
