Arteixo approves the compensation agreement in the As Medoñas sector
Por FactBox Admin

The Plenary of the Corporation of Arteixo has definitively approved the change of the action system from compensation to agreement in the “As Medoñas” sector, at the request of Domos Estates Coruña, S.L. The agreement was adopted in an ordinary session on Thursday, September 24, 2026, and is publicized through the Official Gazette of the Province of A Coruña number 199, dated Monday, October 19, 2026, with announcement number 2026/6633.
The announcement is included in the Local Administration section, under the heading Municipal-Arteixo-Urbanism, and is titled “Definitive approval of the change of action system from compensation to agreement in the As Medoñas sector at the request of Domos Estates Coruña, S.L.”. The plenary decision ends the administrative route, as expressly stated in the published text, which opens the door to the challenge procedures detailed below.
The change of system occurs at the request of the promoting company itself, Domos Estates Coruña, S.L., and not by municipal initiative. The agreement directly affects the landowners included within the scope of the sector, who see the formula by which the urban action is managed modified.
What the change of system implies
The urban action of the sector changes from being processed by the compensation system to being processed by the agreement system. In the compensation system, the owners assume the management of the action, usually through a compensation board; in the agreement system, the execution is articulated through an agreement with a promoting initiative, which assumes the direction of the action before the Administration.
The City Council has already proceeded with the individualized notification of the affected owners, as indicated in the announcement itself. The publication in the provincial gazette completes the publicity of the agreement and marks the starting point of the legal deadlines to react against it.
Deadlines and avenues of appeal
Against the agreement, which ends the administrative route, interested parties have two options:
- Appeal for reversal (recurso de reposición), on an optional basis, before the same body that issued the agreement, within a period of one month counted from the day following the publication of the announcement, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
- Contentious-administrative appeal, directly and without the need for prior reversal, before the Contentious-Administrative Courts of A Coruña, within a period of two months counted from the day following the publication, in accordance with articles 8.1, 14.1, and 46 of Law 29/1998, of July 13, Regulating the Contentious-Administrative Jurisdiction.
Signature and support of the delegation
The announcement is dated in Arteixo on October 13, 2026, and signed by Luis Alberto Castro Calvete, delegated councilor for Urban Planning, acting by delegation by virtue of Decree 1243/2025, of May 8. The publication in the provincial bulletin is the procedure that provides general effectiveness to the plenary agreement against third parties.
The relevance of the decision for readers is twofold. On one hand, it changes the management model of a specific urban area, which alters the role of landowners in the execution of urbanization works. On the other, the publication establishes a strict challenge calendar: anyone wishing to dispute the agreement has one month for an optional appeal for reversal or two months to go to the contentious-administrative jurisdiction, deadlines that begin to count from the day following October 19, 2026.
