Arnedo approves a partial public employment offer with four positions

The Arnedo City Council has partially approved its public employment offer for the 2026 fiscal year, which comprises four positions: two cleaning laborers, one works and services official, and one deputy chief of the Local Police. The Local Government Board adopted the agreement on September 18, 2026, and the announcement is published in the Official Gazette of La Rioja number 186, dated September 28, 2026, with the official reference BOR-A-20260928-II–1106 and document number 202609240124636.

The approval occurred following negotiations with the council’s collective bargaining committee in a session on August 25, 2026, and is supported by Article 37.1, section l), of the Recast Text of the Law of the Basic Statute of the Public Employee. The agreement bears the signature of the General Secretary, Aroa Pujada Vilches, and is dated in Arnedo on September 24, 2026.

Four vacancies and their classification

Annex I of the agreement details the offered positions, which are divided between the staff replacement rate and the specific Local Police rate:

• Two positions for cleaning laborer, from the Special Administration scale, Special Services sub-scale, Trade Personnel class, and Operator category, classified in group E/AP.
• One position for works and services official, with the same scale, sub-scale, and class, and Official category, also in group E/AP.
• One position for Deputy Chief of Local Police, from the Special Administration scale, Special Services sub-scale, Local Police class, corresponding to group C1.

The first three are filled under the staff replacement rate provided for in Article 20.Uno.1 of the General State Budget Law for 2022, while the police position falls under the specific Local Police rate.

7% Reservation and possible complementary agreement

The agreement reserves a quota of no less than seven percent of the vacancies to be filled by people with disabilities, in accordance with the definition in section 2 of Article 4 of the recast text of the General Law on the rights of persons with disabilities and their social inclusion, approved by Royal Legislative Decree 1/2013, of November 29.

The approval is partial: once the processing of the file for the modification of the list of job positions is completed and, if applicable, new positions susceptible to inclusion in the 2026 offer are definitively created, the approval of the corresponding complementary agreement will be promoted.

Publication, deadlines, and appeals

The agreement orders the publication of the offer on the corporation’s notice board, on the municipal electronic headquarters, and in the Official Gazette of La Rioja, and the sending of a copy to the State Administration in compliance with article 56.1 of Law 7/1985, of April 2. The positions must be announced within a non-extendable period of three years from the date of publication.

Against the agreement, which exhausts administrative remedies, the following may be filed:

• An optional appeal for reversal (recurso potestativo de reposición) before the Local Government Board of Arnedo within one month of publication.
• A contentious-administrative appeal before the competent body of the High Court of Justice of La Rioja within two months, or six months if an appeal for reversal is filed and is not expressly resolved.

The offer comes within a context of staff renewal at the Arnedo town hall, which already processed administrative positions through internal promotion in 2025. For candidates, the announcement opens the door to four selection processes over the next three years, with one position reserved for the Local Police leadership and a guaranteed quota for people with disabilities; for the municipal service, it means strengthening cleaning, public works, and citizen security.
