Aragón will compensate farmers who extinguished fires with 70 euros per hour
Por FactBox Admin

The Government of Aragon will provide financial compensation to farmers who collaborated with tractors, implements, tanks, and other own means in the extinction of the fires of June, July, and August 2026. Order HAP/1386/2026, of September 25, published in the Official Gazette of Aragon number 189, of September 29, 2026, establishes 70 euros per hour for tillage work and 35 euros per hour for water transport and other support activities. Interested parties will have fifteen business days from the date of publication to submit their application.
The regulation is signed by the Councilor for Finance, Interior, and Public Administration, Roberto Bermúdez de Castro Mur, and is issued under Article 5 of Decree-law 6/2025, of October 2, of the Government of Aragon, which regulates measures for the urgent repair of damages in civil protection emergency situations. The text recalls that the collaboration of farmers from the affected municipalities was “an essential factor” in the extinction, through the provision of machinery that allowed for the opening and reinforcement of discontinuities in the terrain and the transport of water.
Amounts and compensated activities
The order distinguishes between two types of work, with amounts per effective hour of intervention:
- Type A Works: 70 euros per hour for farmers who collaborated by tilling with tractors and creating defense strips through the tillage of agricultural plots.
- Type B Works: 35 euros per hour for those who collaborated with tractors in the transport of water or other support activities for the operation other than tillage.
The compensation is defined as a measure “of an objective nature” for the effective contribution of material means and the costs associated with their use: fuel consumption, machinery wear and tear, and immediate availability in an emergency. The text specifies that it is not remunerative in nature nor does it constitute compensation for a mandatory personal service.
Requirements, deadline, and submission
The intervention must be accredited by a certificate from the corresponding city council, according to the model in Annex I, which must be signed by the municipal secretary with the approval of the mayor and indicate the days, hours, and location of the action. The individual application shall conform to the model in Annex II.
- Deadline: fifteen business days from the publication of the order in the Official Gazette of Aragon.
- Electronic means: Electronic Office of the Administration of the Autonomous Community of Aragon, searching for the procedure “Compensation for collaboration in the extinction of fires 2026”.
- In-person: registration assistance offices and the places provided for in article 16.4 of Law 39/2015, of October 1.
- Recipient: General Directorate of Interior and Emergencies of the Department of Finance, Interior and Public Administration.
- Documentation: proof of the identity of the applicant or their representation, certificate from the city council, and other complementary documentation.
Payment, financing and appeals
The processing of the payment of individual compensations shall be the responsibility of the General Directorate of Interior and Emergencies. Expenses will be charged to the Budget of the Autonomous Community of Aragon for the 2026 financial year, under application 12100 G/1213/227009/91002. If the Government of Aragon does not have the applicant’s updated third-party file, it must be registered before submitting the application.
Against the order, which ends the administrative route, an optional appeal for reversal may be filed before the Councilor of Finance, Interior and Public Administration within one month, or a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Aragon within two months, both counted from the day following publication.
The measure is part of the request that the Government of Aragon addressed to the General State Administration to declare the area severely affected by a civil protection emergency, in accordance with article 23 of Law 17/2015, of July 9, and Law 4/2024, of June 28, of the Civil Protection System and Emergency Management of Aragon. The departmental structure supporting the order comes from Decree 127/2026, of July 22.
This compensation is added to the urgent call for grants to repair damages in small and medium-sized enterprises approved by Order ECE/1370/2026, of September 23, which expressly excludes agricultural and livestock holdings. The impact of the new order falls on the farmers of the burned municipalities, who have barely three weeks to prove the hours worked to their city council and claim amounts calculated based on average costs of agricultural machinery in emergency situations.
