Aragón approves urgent aid for SMEs and freelancers affected by fires

The Government of Aragon has approved an urgent call for grants intended to repair damages and compensate for losses suffered by SMEs and freelancers due to the fires of the summer of 2026. The regulation is Order ECE/1370/2026, of September 23, signed by the Minister of Economy, Competitiveness, and Employment, Eva Valle Maestro, and published in the Official Gazette of Aragon number 187, of September 25, 2026 (reference BOA20260925001). The call has a budget of 3,000,000 euros and sets a maximum aid of 10,000 euros per requesting entity or person.

The Order simultaneously approves the regulatory bases and the call, under the protection of Decree-law 6/2025, of October 2, of the Government of Aragon, which establishes measures for the urgent repair of damages in civil protection emergency situations. The procedure is processed under the simplified regime of competitive bidding and through the urgency procedure of the consolidated text of the Aragon Grants Law, approved by Legislative Decree 2/2023, of May 3. The management and instruction correspond to the General Directorate of SMEs, Freelancers, Domestic Trade, and Consumption.

Who can apply and what is subsidized

Beneficiaries may be natural or legal persons with SME status, according to Annex I of Regulation (EU) number 651/2014, who are owners of establishments located in the territorial areas included in the call that have suffered damage to their premises or assets linked to the activity, or loss of income due to closure, interruption, or decrease in activity.

Damages and losses to agricultural and livestock productions and holdings are excluded, as their attention corresponds to the competent department for agriculture and livestock. Entities subject to the prohibitions of Article 13 of the General Grants Law 38/2003, of November 17, may not be beneficiaries.

Eligible expenses are:

• Reconstruction of damaged buildings and facilities and replacement of tools, furniture, and essential elements.
• Stocks and products specific to the business activity that were destroyed.
• Cleaning, removal of ash, soot, and waste, decontamination, and preparation of premises, machinery, and equipment.
• Loss of profits due to closure, interruption, or decrease in activity during the month following the official start date of the fire.

Recoverable indirect taxes, improvement works, or preventive works are not considered eligible. The aid may reach the total of the proven damage, but together with insurance and other public aid, it may never exceed 100% of the value of the damage or loss.

Deadlines, processing, and payment

Applications must be submitted exclusively electronically via the e-Office of the Government of Aragon, using procedure number 11932. The deadline is fifteen business days starting from the day following the publication of the call in the Official Gazette of Aragon. Technical incidents do not extend the deadline.

The resolution is the responsibility of the head of the Department of Economy, Competitiveness, and Employment and must be notified within a maximum of one and a half months from the submission or correction of errors. The procedure may be resolved partially, in order of receipt of complete applications, until the credit is exhausted. For material damages not yet executed, an advance payment of up to 100% of the grant may be granted, without the requirement of guarantees, with one year to execute and justify the actions.

Affected territories and background

The annex of the Order lists the included population centers, including Alcampell, Tamarite de Litera, San Esteban de Litera, Fonz, Azanuy-Alins, Peralta de Calasanz, Alcubierre, Leciñena, Robres, Torralba de Aragón, Asin, Malpica de Arba (Biota), Luesia, Orés, Uncastillo, Farasdués (Ejea de los Caballeros), Bailo, Anzánigo (Caldearenas), Bernués and Botaya (Jaca), Las Peñas de Riglos, Santa Cilia, and Santa Cruz de la Serós.

The scope is limited to municipalities for which the Government of Aragon has requested a declaration of national interest of the emergency or a declaration of a zone seriously affected by a civil protection emergency. The Agreement of July 28, 2026, of the Council of Ministers declared this condition for the territories of Alcampell-Tamarite de Litera, Leciñena-Sierra de Alcubierre, and Orés-Cinco Villas, while the Agreement of September 2, 2026, of the Governing Council of Aragon requested the declaration for the municipalities affected by the fire in Las Peñas de Riglos/Jacetania. This call is added to Order VFL/1198/2026, of August 6, addressed to local entities, and its summary is published with reference BOA20260925019 and identification number BDNS 931023.

The call arrives as shops and small businesses in the disaster-stricken areas face the reconstruction of their premises and the loss of turnover for the season. The limit of 10,000 euros per applicant and the distribution by order of submission make the fifteen-business-day deadline the decisive factor for those affected to access the available credit before it is exhausted.
