Aragón approves aid to repair damages to agricultural holdings following catastrophes

The Government of Aragon has approved the regulatory bases for subsidies intended to repair damage caused to agricultural and livestock farms by civil protection emergency situations or those of a catastrophic nature. The regulation is signed by the Councilor for Agriculture, Livestock, and Food, Aránzazu Simón Pérez, and is published in the Official Gazette of Aragon number 188, dated September 28, 2026, with the reference BOA20260928001. Order AGA/1375/2026, dated September 14, enters into force the day following its publication.

The order develops Decree-law 6/2025, dated October 2, which establishes measures for the urgent repair of damage and losses in Aragon in civil protection emergency situations. Compared to the previous system, which required the approval of new bases for each event, the new regulation creates a single and stable framework intended to be permanent: each specific call subsequently defines the causing event, the territorial and temporal scope, the eligible damages, and the valuation modules. The regulation also expands the scope of the decree-law by allowing for the attention of serious events declared as such by the Government Council of Aragon.

The order also modifies the Strategic Subsidy Plan of the Department of Agriculture, Livestock, and Food, incorporating the new line in the section corresponding to the General Directorate of Rural Development, within the framework of the Aragon Strategic Subsidy Plan 2023-2027.

Two subsidy lines

The aid is organized into two lines, depending on the nature of the damage:

• Line 1. Compensation for damage and losses in agricultural and livestock productions.
• Line 2. Restoration of the farm and reinstatement of its productive capacity.

Within the second line, subsidies may be granted for, among other elements, plot infrastructure (internal roads, walls, terraces, and enclosures), on-plot irrigation facilities, agricultural and livestock buildings (farrowing pens, corrals, sheepfolds, warehouses, and manure pits), basic material for livestock management, water pipes, livestock—including death or forced slaughter and evacuation costs—, beehives, pastures and forage crops, permanent crop plantations, and affected agricultural machinery.

Who can apply and what are the procedures

Beneficiaries may be natural or legal persons and entities without legal personality who are owners of agricultural or livestock farms that have suffered eligible damage. The grant will be carried out through a simplified competitive process: it is granted to all applications that meet the requirements and, if the total amount exceeds the available credit, a proportional pro-rata is applied using the same reduction coefficient.

• Processing shall be entirely electronic, through the electronic office of the Public Administration of the Autonomous Community of Aragon.
• The deadline for submitting applications is set by each call and may not be less than ten business days from its publication.
• The competent General Directorate for rural development shall resolve within a maximum period of three months; administrative silence shall be deemed a rejection.
• The call may provide for advances of up to 100% of the grant, exempt from the requirement to provide guarantees.
• Justification may not be required within a period of less than one month.

Limits, exclusions, and control

The amount of the aid may reach the total of the proven damage, but may never exceed it nor generate compensation greater than the loss suffered. When insurance exists, the grant shall be complementary to the indemnity and shall be calculated taking into account the valuation of Agroseguro. Excluded are damages without a direct causal link to the causing event, those already indemnified that result in over-financing, damage to land and forest resources, loss of profits, indirect damages, and ordinary operating expenses.

The aid shall comply with the applicable internal market compatibility regime: Regulation (EU) 2022/2472 and, failing that, the de minimis regimes of Regulations (EU) 1408/2013 and (EU) 2023/2831. If they do not fit into any of these, the call shall be subject to prior authorization from the European Commission. A transitional provision allows the application of the bases to damages caused by events occurring in 2026 prior to their entry into force.

The impact is direct for the Aragonese primary sector: farmers and livestock breeders will have a stable and agile channel to rebuild holdings damaged by fires, floods, or other disasters, without waiting for new bases to be approved after each catastrophe.
