Aragón opens the transfer window for permanent contractual staff

The Official Gazette of Aragon number 175, dated September 9, 2026, publishes the Resolution of September 1, 2026, of the Director General of the Civil Service, calling for the provision, via the transfer cycle, of permanent labor staff positions within the Administration of the Autonomous Community of Aragon. The call, with official reference BOA20260909001, opens voluntary mobility for thousands of public employees of the Community.
The call is supported by Article 86 of the VIII Collective Agreement for the labor staff of the Administration of the Autonomous Community of Aragon and is governed by the principles of publicity, equality, merit, and capacity. Voluntary mobility consists of the transfer competition from one position to another of the same labor category and access to a position of a different professional category, framed within the same, lower, or higher professional group. The resolution is signed by Antonio Villacampa Duque, Director General of the Civil Service, in Zaragoza.
Scope of the offer
The competition includes all budget-funded labor staff positions that are vacant, without a title holder, or temporarily occupied, and which are not reserved for permanent labor staff. As this is the third transfer cycle, it also incorporates the vacant positions from the second cycle, the vacancies generated by the mobility of labor staff in that second cycle, and the funded vacancies produced in accordance with the Agreement of February 26, 2026, of the Joint Committee of the VIII Collective Agreement, published by the Resolution of April 17, 2026, of the Director General of Labor.
Positions whose amortization has been requested by the corresponding departments or those subject to a modification of the Job Position List are excluded. The annex of the resolution lists hundreds of positions distributed across the three provinces, with destinations in Zaragoza, Huesca, and Teruel, including categories such as:
- Auxiliary services staff and specialized domestic services staff.
- First and second-class technicians, drivers, review mechanics, and specialized laborers.
- Crew, brigade, and operation foremen, and public works caretakers.
- Project and works unit heads, telephone operators-receptionists, and judicial experts.
Requirements and applications
Permanent contractual staff holding the same professional category as the positions they are applying for may participate. Partially retired staff, those whose contracts are suspended due to permanent disability, those in provisional assignments pursuant to Order HAP/68/2024, of January 16, and those who submit a request for leave of absence for private interest before the final resolution may not compete. Staff with provisional reinstatement must participate if their position is called.
Applications shall be submitted exclusively through the computer application enabled at the web address https://aplicaciones.aragon.es/pfp, for which a digital electronic certificate is required. The submission period is ten business days counting from the day following the publication of the job offer, and participants may withdraw within the five business days following the end of the period.
Assessment and Awarding
The assessment will be carried out automatically using a seniority scale, with 0.24 points per year in the same professional category and 0.12 points per year in a different category, with periods of less than a year being prorated. In the event of a tie, the greatest seniority in the same category will be considered and, if the tie persists, the oldest age.
The provisional award must be issued within a maximum period of ten business days from the end of the application period and will be published on the Government of Aragon Intranet, where participants may submit allegations for ten business days. The final award will be published in the Official Gazette of Aragon and on the Intranet, and the destinations obtained shall be non-waivable, and must be taken up under the same conditions as for civil service personnel. An administrative appeal (recurso de alzada) may be filed against the resolution before the Minister of Finance, Interior and Public Administration within one month.
The call, processed in accordance with articles 86, 88, 90, and 91 of the Collective Agreement and the powers attributed by Decree 127/2026, of July 22, and Decree 208/1999, of November 17, represents an opportunity for thousands of public employees in the Community to improve their destination or move closer to their place of residence, while allowing the Administration to stably fill vacant positions and reduce temporary employment throughout the Aragonese territory.
