The delegation of Álava has authorized the construction of the Ferosca I wind farm in Llodio and Ayala
Por FactBox Admin

The territorial representative for Industry, Energy Transition and Sustainability of Álava, Javier Aizpuru Ochoa de Eribe, has granted the previous administrative authorization and construction permit to build the modified project of the Ferosca I wind farm, in the municipalities of Llodio and Ayala (Álava). The resolution is dated October 16 and was published in issue number 209 of the BOPV on November 2, 2026, with official reference 2026/4610. The permits allow the promoter Ferosca Wind, S.L. to build three wind turbines, each with 7 MW, under file 01GEY 202600008.
The initial permit for the project was granted by a resolution on January 26 (BOPV no. 36, February 23, 2026; BOTHA no. 24, February 25), and the environmental impact statement (DIA) was established by a resolution on October 30, 2025, published on January 14, 2026 (BOPV no. 8). In the same issue of November 2, document 2026/4608 included a textual correction of that DIA to correct a reference regarding the documentation.
The promoter submitted the modified project on March 31. There are two changes: the removal of three positions rejected by the DIA (FI-4, FI-5, and FI-6) and the increase of the unit power of wind turbines FI-1, FI-2, and FI-3 from 4.5 MW to 7 MW, without changing their geometry. In total, the park goes from being 13.5 MW to 21 MW, which is 55.6% more.
Three wind turbines in Llodio and an evacuation network in Ayala
The main characteristics of the authorized installations are as follows:
- Three wind turbines, with a unit power of 7 MW, a hub height of 113 meters, and a three-blade rotor with a diameter of 163 meters, in the municipality of Llodio (FI-1, FI-2, and FI-3).
- A self-supporting meteorological tower with a height of 113 meters, in Llodio.
- A 30 kV underground line to connect the wind turbines’ transformation centers with the sectioning center, between Llodio and Ayala.
- A 30 kV sectioning center in Ayala and a 30 kV underground evacuation line to the SET AIALA 30000 substation owned by the company i-DE Redes Eléctricas Inteligentes, S.A.U. in Ayala.
- Access and connection permits: reference 9042003643, April 3, 2023.
Environmental procedure: changes do not require a new evaluation
The Director of Environmental Administration, in a resolution dated May 18, 2026, concluded that the modified project did not need to be sent for environmental evaluation, but established compliance with the DIA as a condition for its execution. The DIA includes the conditions for the project and the prevention, correction, and compensation measures, and before works begin, the documentation must be submitted for the evaluation of the Monitoring Committee and the approval of the environmental body.
Public information and submitted reports
The announcement of May 27 opened the public information period (BOPV no. 107, June 9; BOTHA no. 67, June 12; El Correo, June 10), and no ordinary allegations were received. During the consultation phase, however, several organizations submitted reports:
- The Ayala City Council stated that it cannot grant a building permit without the Special Plan being definitively approved, and requested a review of the EIA.
- The Llodio City Council mentioned an appeal against Provincial Order 211/2026; this order, dated April 24, denied the initial approval of the park’s Special Plan (provincial file AHI-068/2025).
- The Neighborhood Administration Board of Murga opposed the project: it mentioned traffic and noise, the impact on sentient species, damage to rural roads, the lack of a hydrogeological study, and cumulative effects, and requested the denial of the permit.
- Red Eléctrica de España, S.A.U. requested that a distance of at least 20 meters be maintained during the works around support 24 of the 220 kV Ayala-T de Ayala 1 and 2 lines.
- The Roads Service of the Provincial Council of Álava requested that the improvement works on the A-3622 road be taken into account and the access project be supervised.
- URA-Basque Water Agency requested authorization for any work carried out in the public water domain or in the police zone of the watercourses.
- Likewise, Itelazpi, S.A., Exolum Corporation, S.A., AESA, the Cantabrian Hydrographic Confederation, and the main regional directorate of telecommunications were consulted.
Affected municipalities and postponed public utility
The permits directly affect the municipalities of Llodio and Ayala, and, according to the report from the Ayala municipality, the neighborhood administrations of Murga, Respaldiza, and Luiaondo are also involved. The resolution makes it clear that the permit is granted without replacing the permits of the municipal, provincial, and other administrations, and that the urban planning process of the Special Plan is an independent path.
The promoter requested on September 9 the postponement of the declaration of public utility of the project, complying with article 55.2.bis of Law 24/2013, applying Royal Decree-Law 7/2026 (March 20), and explicitly stated that it was not waiving the request. The permits, on the other hand, establish a guarantee of 2% of the project’s budget, to be activated upon the signing of the act, and the obligation to remove the installations and restore the land. An appeal may be filed within one month against the resolution before the Director of Decarbonization.
The implementation has an immediate consequence on the environment: the power of the wind farms surrounding Llodio and Ayala increases significantly, removing the three positions rejected by the EIA and concentrating the environmental impact on three turbines. However, the objections received from the Ayala and Llodio councils and the Murga neighborhood, as well as the refusal of the Special Plan, indicate that although construction is permitted, the administrative conflict regarding urban licenses and the review of the impact statement has not been closed.
