PGM for the Roca factory in Gavà and Viladecans approved

The Territorial Urbanism Commission of the Barcelona metropolitan area has definitively approved the specific modification of the General Metropolitan Plan (MPGM) for the Roca factory and its surroundings, on land within the municipalities of Gavà and Viladecans. The agreement, adopted in the session of May 14, 2026, was made public through the edict of September 2, 2026, published in the Official Gazette of the Generalitat de Catalunya (DOGC no. 9748, of September 9, 2026), with the official reference CVE-DOGC-A-26245074-2026.
The modification, promoted and processed by the City Councils of Gavà and Viladecans, aims for the general reorganization of the Roca factory precinct and several surrounding estates, with the partial transformation of the uses provided for by the current planning. The area covers a surface of 327,943 m² and organizes an urban area of 315,559 m², with the objective of building a mixed-use city of environmental quality that enhances daily life and productive activities.
A new mixed-use neighborhood
The MPGM integrates a new mixed-use neighborhood that maintains the activity of Roca and allocates 60% of the floor area to economic activity and 40% to housing, with a total of 2,730 homes, of which 1,260 will be protected. The Roca complex is renovated as a large precinct occupying 25.50% of the sector, maintaining productive uses and incorporating corporate uses of the brand.
The specific objectives of the reorganization include:
- Recovering an industrial heritage of more than a century of history, making it present in public spaces and private lands.
- Recovering water as the backbone element of the neighborhood, organizing a park of more than 8 ha and two large public facilities around it.
- Completing the road network of Gavà and Viladecans, connecting the neighborhoods on both sides of the railway.
- Resolving the situation of the inhabitants of the existing Barceloneta neighborhood.
- Generating a smart eco-neighborhood that combines nature and technology, self-sufficient in water and energy, and which reinforces sustainable mobility.
Legal framework and reserves
The MPGM has been drafted in accordance with Legislative Decree 1/2010, of August 3, which approves the Recast Text of the Urbanism Law of Catalonia (TRLUC), and Decree 305/2006, of July 18, which approves the Regulation of the Urbanism Law. The surfaces of each qualification comply with the reserves of article 100.3 of the TRLUC, of 22.50 m² of green zones, open spaces, and public facilities for every 100 m² of residential floor area, as well as the sixth additional provision of Decree-law 17/2019, of December 23, on urgent measures to improve access to housing.
The agreement incorporates two warnings: the considerations of the report from the Directorate General of Mobility Infrastructures must be taken into account, and, since the modification does not incorporate the modification of the consolidated urban grid, the Directorate General of Territorial Planning, Urbanism and Architecture does not ex officio initiate the procedure provided for in article 8.3.a) of Decree-law 1/2009, of December 22, on the planning of commercial facilities.
Enforceability and appeals
The agreement is published in the DOGC for the purpose of its immediate enforceability, as indicated in article 106 of the TRLUC. A contentious-administrative appeal may be filed against this general administrative provision before the Contentious-Administrative Chamber of the High Court of Justice of Catalonia within two months of publication. The file remains deposited at the Urban Planning Registry of Catalonia for consultation and information.
The final approval of the MPGM represents a decisive step for the urban transformation of one of the large industrial estates in the metropolitan area, which will combine economic activity, housing —with a significant portion of public protection— and green spaces, with immediate effects for the residents of Gavà and Viladecans.
