Initial approval of the interior reform plan for Ollerías Oeste

The Local Governing Board of the Most Excellent City Council of Córdoba initially approved, in an ordinary session held in a second call on September 28, 2026, the Interior Reform Plan “Avda. de las Ollerías Oeste” (PRI SC 2b), promoted by POGACOR SL. The agreement is published as an edict of the Municipal Urban Planning Management in the Official Gazette of the Province of Córdoba No. 207, of October 26, 2026 (reference BOP-A-2026-3396, pages 15499-15500), and submits the file for public review for twenty days.

The file is processed under reference Planeamiento/ SAF/ 4.1.2.- 2/2024 and code PCTM 7600_GE01_2025_00576, and is based on the document submitted to the GMU on July 22, 2026, corrected according to the results of the sectoral reports already received. The edict was signed in Córdoba on October 5, 2026, by the manager, Julián Álvarez Ortega.

Twenty days of exhibition and notice to owners

The agreement provides for the file to be submitted to a public information process for a period of twenty days, through publication in the Official Gazette of the Province and on the transparency portal of the City Council of Córdoba and the Municipal Urban Planning Management. Additionally, the file will be notified to the registered and cadastral owners of the properties included within the scope of the Interior Reform Plan.

The document submitted for public exhibition consists of the following elements, each identified by its Secure Verification Code (CSV):

• Consolidated text of the PRI.
• Executive Summary.
• Accreditation of the promoter’s representation.
• Report from the Environment Delegation.
• Report from the Health Delegation.

Sectoral reports and required technical services

The agreement orders the collection of reports from various administrations and municipal services before the final resolution:

• Territorial Delegation of the Ministry of Development, Territorial Articulation and Housing, for the report provided for in article 105.1º-b) in relation to article 107 of the regulation referred to in the agreement.
• Delegation of the Ministry of Housing, for the report of article 22.3 of the Housing Law 5/2025 of Andalusia.
• Secretary of State for Telecommunications and Digital Infrastructure of the Ministry of Digital Transformation and Civil Service.
• Archaeology Service of the GMU, as well as the Mobility, Public Lighting, and Parks and Gardens services of the City Council of Córdoba.
• Consultation with supply companies regarding infrastructure and technical services, including Emacsa and Endesa.

No strategic environmental assessment or health impact assessment

The file already incorporates two favorable environmental and health pronouncements. The Sustainability and Environment Council issued a report stating that there is no need to subject the Plan to a Strategic Environmental Assessment procedure, and the Territorial Delegation of Health and Consumption reported that there is no need to subject it to a Health Impact Assessment.

The agreement further warns that the document submitted for final approval must comply with the provisions of the Order of February 18, 2026, which approves the Guiding Rules for the electronic documentation of urban planning instruments of Andalusia. This is a procedural act, and therefore is not subject to any appeal, without prejudice to the outcome of the final resolution of the file.

Impact for neighbors and property owners in the area

The initial approval activates the decisive period for those who own properties in the area of Avenida de las Ollerías: for twenty days, they may consult the consolidated text and the executive summary and submit allegations before the Plan returns to the municipal body for final approval. The agreement affects both the registered and cadastral owners notified individually and the neighbors of the area, who now have a formal channel to intervene in the detailed planning of this sector of the city.
