Detailed Study of UE-8 of the PGOU of Jaén definitively approved

The Plenary of the Jaén City Council, in an ordinary session held on July 31, 2026, definitively approved the Detailed Study of Execution Unit No. 8 (UE-8) of the Jaén PGOU (General Urban Development Plan), submitted by the company Hierros Serrano Gámez SL. The agreement is published in the Official Gazette of the Province of Jaén No. 185, dated September 23, 2026, under reference 2026/4210, and was recorded in the Municipal Registry of Planning Instruments under entry No. 130. The instrument reorganizes the urban land in the university area without modifying the global use, the total buildability, or the maximum number of dwellings of the current planning.
The edict is issued by the Municipal Urban Planning Management of Jaén and is signed, in Jaén on September 7, 2026, by the president of its Council, M.ª África Colomo Jiménez. The purpose of the Detailed Study is to adjust the detailed planning of UE-8 to the terms of the Urban Planning Agreement signed between the Most Excellent City Council of Jaén and the owners Hierros Serrano Gámez SL and Ronda Ancha SL, as well as to the land redistribution agreement presented by both. The publication is made for general knowledge and does not suspend any urban planning regulations or procedures currently in progress.
Scope and surface area of the unit
The scope is located in the university area of the capital and is delimited by the following roads:
- Ben Saprut Street
- Patrocinio de Biedma Street
- Universidad Ave.
The total surface area of the unit amounts to 13,435.99 m², of which 3,581.08 m² correspond to the residential use subject to the modification.
Redistribution of plots and transfers
The regulation maintains the total residential profitable surface area, but changes the internal distribution between plots:
- Plot A: changes from 2,559.37 m² to 2,411.07 m²
- Plot B: changes from 1,021.71 m² to 1,170.01 m²
- Transfers that remain unchanged: open spaces 2,447.02 m², community facilities 1,312.89 m², and road network 6,095.00 m²
New building rules
The previous obligation of 25 meters of building depth is eliminated and a range more in line with the general rule of the PGOU is established, with a minimum of 10 meters and a maximum of 16.5 meters, allowing for through-typologies with better natural ventilation and lighting. Additionally, the separation between buildings and boundaries is adjusted, with a minimum distance of 4.5 meters between facing facades, consistent with article 294.3 of the PGOU, and it specifies when it may be attached to boundaries. Plans 5 and 6 of the Detailed Study approved in 2005 are modified, without altering the remaining determinations.
The following parameters remain unchanged:
- Total buildability of the area: 11,952 m²
- Maximum number of dwellings: 120, with a distribution of 81/39, expandable by up to 10% based on smaller surface areas and without increasing the authorized buildability
- Applicable ordinance: No. 4-Open building, Grade 3 (maximum occupancy of 50%; height B+7)
- Public facility number 8, Category C Grade 4
The uses, urban development potential, and public facilities provided for by the PGOU remain unchanged.
Impact for owners and neighbors
The final approval closes the processing of the instrument and provides urban planning coverage for the land readjustment agreement of the unit, which directly affects the landowners and the residents of the university environment. The new distribution of plots and the rules regarding depth and separation now condition the design of future buildings in the area, while the transfers of open spaces, public facilities, and roads already foreseen in the planning remain intact.
