New job classifications for the Generalitat Valenciana approved

As of October 1, the Generalitat Valenciana has new job position lists (RPT) for its entire administrative structure. The Resolution of September 29, 2026, from the Department of Economy, Finance and Public Administration, approves the RPTs of the Presidency of the Generalitat, the twelve departments, and the bodies and entities whose personnel are managed by the department competent in public service matters. The text is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10463, dated October 1, 2026, with the official reference DOGV-C-2026-30822, and unfolds 1,406 pages of annexes.

An instrument for the organization of the entire workforce

Law 4/2021, of April 16, on the Valencian public service, configures the RPTs as the technical instrument with which the Administration organizes, rationalizes, and orders its personnel. Its article 49 and article 26 of Decree 56/2013, of May 3, of the Consell, require them to be published in the DOGV, and the authority to approve them corresponds to the head of the department competent in public service matters.

The resolution arrives after a cycle of regulatory reorganization: Decree 16/2025, of December 3, of the President of the Generalitat, which fixed the number and name of the departments; Decree 17/2025, on regional secretariats; Decree 186/2025, of December 5, of the Consell, which established the basic organic structure, and the subsequent organic and functional regulations with their development orders. This regulatory activity has modified the organic structures and necessitated the reorganization of assignments and staff.

The text was negotiated in the Sectoral Table for Public Service and in the Interpretation, Vigilance and Study Commission of the II Collective Agreement for Labor Personnel, meeting on September 14, 2026, and received a favorable report from the General Directorate of Budgets regarding economic funding.

Which departments and entities are covered

The resolution approves the RPTs of the following areas:

• Presidency of the Generalitat.
• First Vice-Presidency and Department of Housing, Employment, Youth and Equality; Second Vice-Presidency and Department of the Presidency; Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery.
• Department of Economy, Finance and Public Administration; Department of Health; Department of Social Services, Family and Childhood; Department of Education, Culture and Universities; Department of Agriculture, Water, Livestock and Fisheries; Department of Justice, Transparency and Participation; Department of Emergencies and Interior; Department of Industry, Tourism, Innovation and Trade.
• Bodies such as Labora Valencian Employment and Training Service, INVASSAT, Valencian Tax Agency, IVASS, Valencian Institute of Culture, IVAJ, IVIA, Valencian Cartographic Institute, Valencian Institute of Statistics, AVAP, Valencian Innovation Agency, Audiovisual Council of the Valencian Community, Public Entity for Wastewater Treatment, Valencian Housing and Land Entity, Museums Consortium and ISEACV, among others.

Changes in classification and method of provision

The regulation incorporates the agreements of the Joint Commission for the Study of Job Positions of March 31, 2026, and September 4, 2026:

• Identification of positions reserved for people with intellectual disabilities and the creation of a collective of socio-labor insertion management technicians, in compliance with the fourth and fifth recommendations of the Síndic de Greuges in Complaint 2650006, dated August 6, 2026.
• Modification of the coordination unit head positions (classification 26 E049) so that their provision is through a specific competition, with individualized merits in a subsequent RPT.
• Inclusion of the grouping APT-A2-01-01, for labor relations and labor counselor, in the classification of the unit management positions of Espai Labora.
• Removal of the specific qualification and language requirements for entry-level positions assigned to the Directorate General for European Funds reserved for APT-A1-01-02.

The resolution takes effect from the day following its publication, that is, October 2, 2026, and an optional appeal for reversal may be filed within one month or a contentious-administrative appeal within two months. The document is signed by José Antonio Rovira Jover, Minister of Economy, Finance and Public Administration.

The publication of the RPTs is an indispensable condition for calling the provision procedures and awarding definitive destinations, therefore these 1,406 pages condition the mobility and promotion of all Generalitat personnel and the organization of the public services themselves.
