Antofagasta opens call for housing projects on two plots of land in Chimba Bajo

The Ministry of Housing and Urbanism of the Antofagasta Region has called for the submission of housing projects for the Social and Territorial Integration Program, regulated by DS No. 19 (V. y U.), of 2016, on two plots of land owned by Serviu Antofagasta Region located in the Chimba Bajo sector, commune of Antofagasta. The call was formalized through exempt resolution No. 431, dated September 23, 2026, published in the Official Gazette of the Republic of Chile No. 44,562, on Wednesday, September 30, 2026, Section I, General Norms (CVE 2878300). Applications may be submitted until 1:00 PM on November 30, 2026.

The instrument was issued by the Regional Ministerial Secretariat of Housing and Urbanism Antofagasta Region, whose acting head, Marietta Méndez Carvajal, signed the publication. The lands were acquired via transfer from National Assets for the execution of housing complexes and are registered in the name of Serviu at the Real Estate Registrar at Page 2974 No. 4371, of the year 2025, and Page 950 No. 1321, of 2025. Both are located within the central and peri-central zones of Article 7, letter c), of DS No. 19, modified by exempt resolution No. 1,720 (V. y U.), of November 14, 2025.

The two plots and their areas

The resolution specifies the properties in a file with a property code, minimum required capacity, address, Internal Revenue Service (SII) rol, lot, and area:

• File 02-01585: Benito Ocampo s/n, Chimba Bajo, Avda. Edmundo Pérez Zujovic/Oficina Ausonia sector; rol 16302-8, lot S-2A, 10,824.00 m², minimum capacity of 630 units.
• File 02-01581: same address; rol 16302-9, lot S-2B, 10,800.00 m², minimum capacity of 630 units.
• Total: capacity of 1,260 dwellings and 21,624.00 m² of area.

The capacity was estimated by net density, according to the maximum density of the zoning corresponding to the Territorial Planning Instrument.

Deadlines, requirements, and application method

The call is effective from the publication of the resolution, and Serviu Antofagasta Region will directly receive the projects with the documentation required in Article 9 of DS No. 19. Interested parties must submit both physical and digital copies (via pendrive) through the Service’s Registry Office (Oficina de Partes), during public office hours, without exceeding the fixed maximum date and time.

The documentation and background information are available free of charge at the site https://serviuantofagasta.minvu.gob.cl/, in the folder named “anexos”. The physical file must include, among other documents:

• System entry form.
• Building permit or preliminary project approved by the Municipal Works Directorate.
• Certificate of Prior Information.
• Architectural, subdivision, equipment, green areas, and common space plans.
• Technical specifications and energy efficiency and geographical relevance proposal.
• Economic offer with the offered price and payment in kind for each plot separately.

The maximum deadline for the start of works is 180 calendar days from the approval of the agreement, extendable in justified cases, and Serviu must verify this start within a maximum of 15 calendar days. Entities may begin the reservation of families when the works record progress equal to or greater than 10%.

Evaluation, scores, and payment in kind

Proposals will be evaluated independently according to the plot on which they are located, so that the competition will take place among those submitted for the same property. The Evaluation Commission will be formed according to letter a) of Article 2 of DS No. 19, and the Location and Housing Project Context items will not be considered.

The weighting of the final score is distributed as follows:

• 50% for the requirements and conditions of Article 10 and the Table of Factors and Scores of Article 11 of DS No. 19 (maximum 375 points).
• 25% for special selection criteria (maximum 375 points).
• 25% for the land value offer (maximum 375 points).

The minimum land value is 12 UF/m² and will be paid under the payment-in-kind modality, destined for specific works. For plot S-2A, the road continuity of Calle Ascotán Sur, the Caletera Pérez Zujovic road, and the EEPP Ascotán landscaping are contemplated; for plot S-2B, the Caletera P. Zujovic landscaping and the execution of 30 extension houses in the Alto de Chimba sector, on Serviu land according to the regulations of DS No. 49. Condominium projects, covered by Law No. 21,442, may not exceed 300 houses.

The call opens a concrete window for development entities and for families awaiting housing solutions in Antofagasta, by utilizing already available fiscal land, state subsidies, and road and green area works that will remain in the Chimba Bajo sector. The deadline of nearly two months until November 30, 2026, defines the pace of a portfolio that, if materialized, would add up to 1,260 houses in the regional capital.
