Andalucía approves the formulation of the V Volunteering Plan 2027-2030

The Governing Council of the Regional Government of Andalusia approved on September 22, 2026, the formulation of the V Volunteering Plan of Andalusia 2027-2030, the main public planning instrument regarding volunteering in the autonomous community. The agreement is published in the Official Gazette of the Regional Government of Andalusia (BOJA) no. 188, of September 28, 2026, within section 1. General Provisions, with the official reference 00343795 (text no. 12565, pages 12565/1 to 12565/4). The text enters into force the day following its publication.

The competency framework and background

The regulation is based on article 61.2 of the Statute of Autonomy for Andalusia, which grants the community exclusive competence in matters of volunteering, and on Law 4/2018, of May 8, Andalusian Volunteering Law, whose article 23 obliges the Administration of the Regional Government of Andalusia to develop the Andalusian Volunteering Plan as a planning and coordination instrument. The proposal was submitted by the Ministry of Social Services, Families and Equality, whose head is assigned the competence by virtue of Decree 196/2026, of July 30, on the organic structure of the Ministry.

The new plan succeeds the IV Volunteering Plan of Andalusia, in effect between 2017 and 2020, and resumes the line of specific planning for the sector following the completion in 2026 of the I Comprehensive Strategic Plan for Volunteering and Citizen Participation, approved by Agreement of January 16, 2024, of the Governing Council. The agreement is adopted in accordance with article 27.12 of Law 6/2006, of October 24, of the Government of the Autonomous Community of Andalusia, and bears the signature of President Juan Manuel Moreno Bonilla and Minister María Dolores López Gabarro.

Purposes and minimum contents of the plan

The plan seeks to promote organized voluntary action as an expression of solidarity and collective commitment, guarantee real and effective equality in the access to and development of voluntary action, and reinforce the role of the associative fabric and organized civil society. Its content must include, at least:

• Analysis of the starting situation and diagnosis.
• Definition of strategic objectives and strategic lines of action.
• Budgetary allocation destined for its implementation.
• Monitoring and Evaluation System of the Plan.

The specific strategic objectives will be determined during the drafting process, not in this formulation agreement.

Drafting, public information, and validity

The General Directorate of Volunteering and Diversity will prepare a draft with a working group composed of representatives from the various departments. The document will be subject to public consultation, announced in the BOJA and on the website of the competent department in accordance with Law 39/2015, of October 1, and the mandatory reports will be collected. Once reported by the Andalusian Council for Volunteering, the final proposal will be submitted to the Governing Council for final approval.

The plan will be in effect for four years, from 2027 to 2030, with an annual balance in accordance with article 23.4 of Law 4/2018. Its final horizon coincides with that of the 2030 Agenda, and the text expressly links volunteering with Sustainable Development Goals 3 (Good Health and Well-being), 4 (Quality Education), 5 (Gender Equality), 10 (Reduced Inequalities), 16 (Peace, Justice and Strong Institutions), and 17 (Partnerships for the Goals).

Impact for the sector

The agreement formally opens the planning cycle for Andalusian volunteering until 2030 and establishes the rules of the process: who drafts, who reports, and who approves. For volunteering entities and the associative fabric, the text guarantees their participation through the Andalusian Council for Volunteering and public consultation, and mandates that the final plan detail its budgetary allocation and its evaluation system, two elements that will condition the funding and monitoring of the sector over the next four years.
