ANA renews EMAPASMOSA's discharge permit in Ciudad Sandino

The National Water Authority (ANA) registered the renewal and modification of the discharge permit in favor of the Drinking Water and Sanitary Sewerage Company of the Altos de Motastepe Urbanization, S.A. (EMAPASMOSA), which will operate two domestic wastewater treatment systems with a combined volume of 121,576 m³ per year discharged into the natural channel. The decision is contained in Administrative Resolution No. RAE-ANA-DGRH-0138-2026, issued on August 13, 2026, and notified on September 1, 2026, and its registration certification is published in La Gaceta, Official Gazette No. 173 of Wednesday, September 23, 2026, page 9273, under reference RPNDAPS-LIPV-RPV-0023-2026.

The permit renews and modifies the one granted through Administrative Resolution RAE-ANA-DGRH-0151-2021 and is valid for five years from its notification. The registration was carried out by the National Public Registry of Water Rights and Service Providers of the ANA, an entity created by Law No. 620, General Law of National Waters, published in La Gaceta, Official Gazette No. 169 of September 4, 2007, and amended by Law No. 1046, published in La Gaceta, Official Gazette No. 217 of November 23, 2020.

Two treatment systems in Altos de Motastepe

STAR 1 EMAPASMOSA: wastewater treatment system at UTM WGS84 coordinates 571480 E – 1341127 N, with a maximum annual discharge volume of 16,401.00 m³.
STAR 2 EMAPASMOSA: treatment system at UTM WGS84 coordinates 571499 E – 1341119 N, with a maximum annual discharge volume of 105,175.00 m³.
Discharge points: designated as “STAR 1 EMAPASMOSA discharge point” and “STAR 2 EMAPASMOSA discharge point”, at UTM WGS84 coordinates 571839 E – 1341271 N.
Origin of discharge: domestic wastewater. Receiving body: natural channel.
Location: basin No. 69 named “Río San Juan”, municipality of Ciudad Sandino, department of Managua, Altos de Motastepe Urbanization.

Procedure, registration, and publication

The application was submitted on September 1, 2026, by Tamara Libertad Granados Etchegoyen, acting as General Administrative Proxy for EMAPASMOSA, a company constituted by Public Deed number 1 of June 21, 2005, before the notary offices of Melvin Antonio Estrada Canizales, and whose representation is accredited by the Testimony of Public Deed number 100 of September 3, 2008, from notary Félix José Palacios Bragg.

The registration was recorded under Perpetual Number 0023, Folios 33 and 34, Volume VII of the Discharge Permit Registration Book, with registration Reg. 2026-00887. The certification was signed by Luis Fernando Yescas García, from the National Public Registry of Water Rights and Service Providers of the ANA, in Managua, at three fifty-five in the afternoon on September 1, 2026. The Eighth Resolve of the resolution orders the publication of the certification in La Gaceta, Official Gazette, within a maximum period of fifteen calendar days.

Background of sanitation in the area

The ANA had already approved the design of the domestic wastewater sanitation system of EMAPASMOSA for the Condominio Miralago project, through Administrative Resolution RAE-ANA-DGAPS-0037-2026, published in La Gaceta, Official Gazette No. 167 on September 8, 2026. The now-registered renewal consolidates the operation of two treatment plants within the same urbanization.

For the residents of Ciudad Sandino and the Altos de Motastepe Urbanization, the publication establishes the technical conditions and the authorized discharge volumes into the natural watercourse, as well as the five-year validity of the permit, which allows for the verification of the company’s environmental compliance and the demand for controls before the ANA.
