Por FactBox Admin

Alovera cubre dos plazas de Policía Local con solo dos aspirantes admitidos

The Alovera City Council has finalized the definitive list of applicants for the two Local Police Officer positions being filled through the mobility system: only two candidates have been admitted and none have been excluded. Mayoral Resolution number 2026-2866, dated October 21, 2026, published in the Official Gazette of the Province of Guadalajara number 203, dated October 23, 2026, also establishes the composition of the Evaluation Committee and calls for the merit competition and interview for the upcoming October 27.

From the initial call to the definitive list

The process began with Mayoral Resolution number 2026-2181, dated August 20, 2026, which approved the call for the two positions. The regulatory bases were published in the Official Gazette of the Province of Guadalajara number 162, dated August 25, 2026, and the call announcement in the Official Gazette of Castilla-La Mancha number 170, dated September 4, 2026, the date from which a period of fifteen business days was opened to submit applications.

The filling of these positions is carried out through the mobility system provided for in Article 22 of Law 8/2002, of May 23, on the Coordination of Local Police of Castilla-La Mancha, developed in Decree 110/2006, of October 17, in its current wording following Decree 37/2026, of July 7. Career civil servants from the basic scale, Police category, from any municipality in Castilla-La Mancha with at least three years of seniority and two years of permanence in the last position obtained by provision may apply.

The called positions are classified as follows:

  • Group C, subgroup C1, in accordance with Article 76 of Royal Legislative Decree 5/2015, of October 30.
  • Basic Scale, Police category, of the Local Police Corps.
  • Destination supplement level 19.
  • Annual specific supplement of 23,382.52 euros, distributed in 14 payments.
  • Environmental conditions: shift work, hazardousness, night shifts, and holidays.

Two admitted and none excluded

Annex I of the resolution contains the definitive list of admitted candidates, consisting of two people, and declares the list of excluded candidates empty. The applicants who will participate in the process are:

  • Emilo Fuentes Martín, with partially hidden DNI (797).
  • Iván Santiago Pizarro, with partially hidden DNI (380).

Since there are no exclusions, no correction procedure is opened and the list acquires a definitive character, as required by the fifth base of the call.

Evaluation Committee and testing calendar

Annex II designates the titular and substitute members of the body that will evaluate the merits. The Presidency is held by Abraham Martínez Adeva, with José Luis Pomeda González as substitute; the Secretariat, which acts with a voice but without a vote, is held by Paula Medina Fernández, with Víctor Cárceles Borda as substitute. The body is completed by four titular members—Eva Carda Rodríguez, Víctor Serrano Aranda, Juan José Llanos Vega, and Rubén Íñigo Mayor—with their respective substitutes: Juan Carlos Muñoz Muñoz, Antonio Jiménez Marín, María del Prado Gregorio Casilla, and Avelino Parreño Padilla.

Annex III specifies the call for applications, in accordance with the fifth basis of the regulatory bases:

  • Evaluation Commission: October 27, 2026, at 09:00 hours, at the Alovera Town Hall, to conduct the merit competition.
  • Admitted candidates: 11:00 hours on the same day and at the same location, for the interview provided for in the seventh basis.

The competition is resolved with a maximum of 100 points: 60 correspond to general merits (work developed, qualifications, and training courses) and 40 to specific merits (interview, report, and other merits). The person who exceeds 50 points and obtains the highest score will be proposed, and the call must be resolved within a maximum period of three months from the publication of the announcement in the Official Gazette of Castilla-La Mancha.

Relevance

The resolution exhausts the administrative route, and an optional appeal for reversal may be filed against it within one month, or a contentious-administrative appeal within two months before the Contentious-Administrative Court. For the municipality, the schedule is tight: once the competition is resolved and the appointment is published in the Official Gazette of the Province of Guadalajara, the cessation from the original post must occur within three days and the assumption of office within five, such that the Alovera Local Police force could incorporate the two new officers before the end of the year. Furthermore, the process is limited to two candidates for two positions, so the filling of the vacancies is subject to both exceeding the minimum required score.
