Por FactBox Admin

The Plenary of the Alovera City Council definitively approved the Special Interior Reform Plan (PERI) for the municipality’s urban center in an ordinary session held on September 30, 2026. The agreement, signed by Mayor María Purificación Tortuero Pliego on October 13, is published in the Official Gazette of the Province of Guadalajara number 198, corresponding to Friday, October 16, 2026, along with the complete urban planning regulations of the plan (reference 2026_2708).
The text complies with Article 157 of Decree 248/2004, of September 14, which approves the Planning Regulations, and Article 42.2 of Legislative Decree 1/2023, of February 28, which approves the consolidated text of the Law on Land Management and Urban Activity of Castilla-La Mancha. The definitive approval incorporates the modifications resulting from the reports issued during the processing.
The agreement orders the publication of the text in the Official Gazette of the Province and in the Official Gazette of Castilla-La Mancha, and the deposit of a duly certified copy at the City Council and at the Department competent in land management and urban planning. The full document is available to interested parties at the municipal electronic office (alovera.sedelectronica.es).
What the new plan regulates
The PERI develops the detailed management of the land included in its scope through two zonal norms: Zonal Norm 1, for the urban center, and Zonal Norm 2, for single-family housing. Its validity is indefinite and binds natural and legal persons, public and private alike, declaring pre-existing situations that are inconsistent with the new management as non-compliant.
- Average built area per dwelling: not less than 100 m²b in multi-family residential.
- Minimum buildable plot in the urban center: 100 m²p, with a minimum frontage of 5 meters.
- Maximum height in the Plaza Mayor: 3 floors (ground floor plus two), respecting the existing dominant eave height.
- Cornice height: 7 meters for 2 floors, 10 meters for 3, and 13 meters for 4.
- Parking: one space per dwelling or one per every 100 m² built, with 2% accessible spaces.
Single-family housing and land use
Zonal Norm 2 applies, among others, to the plot with cadastral reference 9043802VK7994S and to the former sector II-2, and distinguishes three grades according to the building typology.
- Grade 1: detached housing on a plot of 400 m²p or more; maximum buildability of 0.70 m²b/m²p.
- Grade 2: semi-detached housing from 300 m²p; buildability of 0.80 m²b/m²p.
- Grade 3: terraced housing from 150 m²p and less than 300 m²p; buildability of 1.00 m²b/m²p.
- Maximum common cornice height: 7.50 meters, with two floors under the roof and a maximum slope of 50%.
Protected Heritage and Detailed Studies
The plan maintains the comprehensive protection of three buildings, in which only restoration and conservation works are permitted: the Church of San Miguel Arcángel (I.01), the Hermitage of the Virgen de la Soledad (I.02), and the Hermitage of the Virgen de la Paz (I.03). It also delimits environment protection areas in which facade finishes using tiling or curtain walls, flat roofs, canopies, and fixed awnings are prohibited.
The detailed planning maps establish three preferential areas for detailed studies, all of private initiative and located on consolidated urban land:
- Block M-10: 10,304 m², opening of a road and arrangement of volumes.
- Block M-12: 5,877 m², with a 12-meter coexistence road that will connect La Chopera Street with Cañada Real Street.
- Block M-37: 4,379 m², with a 12-meter road between Molino Street and San Sebastián Street, continuing from Abajo Street.
Deadlines and Appeals
Against the agreement, which approves a provision of a general nature, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha, based in Albacete, within two months from the first business day following publication. The substantive body has fifteen business days to send the approval resolution and the reference to the strategic environmental report to the Official Gazette of Castilla-La Mancha.
The entry into force of the PERI now establishes the uses, heights, and buildability of each plot in the urban center of Alovera, thereby conditioning both future building permits and the value of the affected properties. The owners of blocks M-10, M-12, and M-37 must process detailed studies to implement the planned reorganization.
