Aldover announces a competitive examination for an administrative assistant talent pool

The Aldover City Council has announced a selection process to establish a job bank of interim civil servant personnel under the designation of administrative assistant, group C2, through a competitive examination (concurs-oposició) in the open access category. The call was approved by Mayoral Resolution dated 04/09/2026, signed by the Mayor Rosalia Pegueroles Gisbert, and is published in the Official Gazette of the Province of Tarragona on September 8, 2026, with the official reference CVE 2026-08371.
The purpose of the job bank is to cover vacancies, substitutions, and any other temporary contingency for this professional group at the Aldover City Council, with functions specific to the area of secretariat-intervention. The process is carried out guaranteeing the constitutional principles of equality, merit, and capacity set out in Article 55 of the Recast Text of the Basic Statute of the Public Employee (Royal Legislative Decree 5/2015). The call is published in the BOPT, the Official Gazette of the Generalitat de Catalunya, the electronic office, and the entity’s Transparency Portal.
Requirements and submission of applications
To participate, applicants must meet the following requirements by the end of the submission period:
- Hold Spanish nationality or that of a member state of the European Union, or the cases of free movement of workers provided for by regulations.
- Possess the functional capacity to perform the tasks and be at least sixteen years old without exceeding the maximum compulsory retirement age.
- Not have been dismissed from the service of any public administration nor be disqualified from the exercise of public functions.
- Provide a C1 level certificate in Catalan (or equivalent qualifications) and, if applicable, knowledge of Spanish.
- Possess a Graduate degree in Compulsory Secondary Education or equivalent, or a first-level vocational training technician degree.
Applications should preferably be submitted electronically to the entity’s registry, or in person at the General Registry of the Aldover City Council, Monday to Friday from 9:30 to 13:30 hours. The deadline is 10 business days starting from the day after the publication of the call in the DOGC. Phases of the selection process
The selection system is a competitive examination (concurs-oposició), with a preliminary phase of knowledge of the Catalan and Spanish languages for those who have not accredited them. The examination phase, valued at a maximum of 75 points, consists of a mandatory and eliminatory practical test on the functions of the position, with a minimum of 37.5 points to pass. The merit phase (concurs), with a maximum of 25 points, evaluates merits according to the following scale:
- Personal interview: maximum 5 points.
- Work experience: maximum 15 points (0.20 points per year in local entities and 0.10 points per year in other administrations).
- Training related to the position: maximum 5 points, with scores ranging from 0.05 to 0.45 points depending on the hours, plus 1 point per higher degree.
The final score is the sum of the two phases, and the order of the list determines the priority in calling the candidates. The pool will have a validity of two years from its constitution, and the selected persons must complete a internship period.
Management and causes for exclusion
The calling of candidates will be done by telephone and email, with two calls in different time slots and one email. If the applicant cannot be contacted within a maximum period of 48 hours, their right to that call expires and the next person on the list is contacted. Causes for exclusion from the pool include, among others, failing the probationary period, being sanctioned for a serious or very serious offense, rejecting three job offers, the impossibility of location in three proposals, or falsehood in the requirements or merits alleged.
The call opens an opportunity for access to the local public service for those seeking work in the Baix Ebre region, in a small municipality where the pool becomes the ordinary way to cover temporary administrative staff needs. The process, governed by the principles of equality, merit, and capacity, allows applicants to be ranked by score and called in order of priority during the two years of the pool’s validity.
