Centenary village calls for two job guidance technicians for three municipalities

The Aldeacentenera City Council has announced a competitive examination process to fill two positions for Local Development Guidance and Prospecting Technicians, assigned to the Municipal Economic Collaboration Program for Local Development Guidance and Prospecting PCEMO 2026-2027. The rules were approved by Mayoral Resolution No. 2026-0416, dated September 16, 2026, and the announcement is published in the Official Gazette of the Province of Cáceres (BOP) No. 0182, dated September 23, 2026, Section I - Local Administration, with official reference BOP-2026-4402. The deadline for submitting applications is 10 business days starting from the day following the publication of the announcement in the BOP.
The announcement was signed in Aldeacentenera on September 17, 2026, by the mayor-president, Francisco Muñoz Jiménez, and is accompanied by the full text of the regulatory rules, which occupy pages 21754 to 21765 of the gazette. The positions are for full-time temporary contractual staff, classified in professional group A2, and their duration extends from the date of hiring until June 30, 2027.
Positions and Scope of Action
The two technicians will provide labor guidance and prospecting services to unemployed persons in three municipalities of Cáceres:
- Aldeacentenera
- Navezuelas
- Cabañas del Castillo
The rules justify the call based on the difficulty of accessing employment for residents in towns with a smaller business fabric, and set as the objective to reinforce employability through personalized actions, improve the territorial cohesion of Extremadura, and reduce the urban/rural gap. Functions include labor guidance and prospecting, advising companies and supporting the business fabric, and processing personnel procedures and justification of employment program grants.
The contract will be full-time temporary contractual staff, under the modality of improving employability and labor insertion within the framework of active employment policy programs, in accordance with the ninth additional provision of Law 3/2023, of February 28, on Employment.
Requirements for Applicants
The rules require, among other conditions:
- Spanish nationality, without prejudice to the provisions of Article 57 of the Recast Text of the Law of the Basic Statute of the Public Employee.
- Functional capacity for the performance of the tasks and an age between 16 years and compulsory retirement.
- A Diploma or Degree in Labor Relations, Social Work, Labor Sciences, Public Administration and Management, Business Administration and Management, Business Studies, or equivalent.
- Class B driver’s license.
- An approved course of at least 20 hours on equality matters.
Selection process, tribunal, and appeals
The selection will be resolved by a competitive examination (concurso-oposición), with 60 points for the examination phase and 40 for the merit phase. The examination consists of a theoretical written test worth 40 points, with a maximum of 60 minutes and an eliminatory nature (minimum 20 points), and the oral defense of a project report worth 20 points, with a maximum of 15 minutes and a minimum of 10 points to avoid exclusion. The rules expressly prohibit the preparation of the report using generative artificial intelligence tools; proven use thereof will result in the test being graded as failed.
The merit phase evaluates training up to 10 points and experience up to 30, with scales of 1 point per month as an Employment and Local Development Agent, 0.33 points per month in similar positions within the Public Administration, and 0.10 points per month as a grant manager or processor in the private sector. The qualifying tribunal is composed of a president, three members, and a member-secretary, all appointed by the Mayor’s Office, and may include specialist advisors with a voice but no vote. Ties will be resolved, as a last resort, by the alphabetical order derived from the draw of the Resolution of March 18, 2026, of the General Directorate of Public Service of the Junta de Extremadura, which set the letter Ñ for 2026.
An optional appeal for reversal may be filed against the call and its rules before the Mayor’s Office within one month, or a lawsuit may be filed before the Social Court of Plasencia within two months.
The call comes in a context of depopulation and fragility of the labor market in the region, where access to employment depends largely on public guidance services. The incorporation of two technicians will allow for the maintenance of personalized attention for unemployed persons and companies in the three municipalities until June 2027, in addition to generating a waiting list to cover leaves and substitutions during the execution of the program.
