Alcañiz opens two months of voluntary payment for third-quarter water bills
Por FactBox Admin

The Alcañiz City Council has approved the tax register for the provision of water supply and sewerage services corresponding to the third quarter of 2026 and has opened the voluntary collection period, which extends for two months. The approval was agreed upon by Mayor’s resolution number 3058, dated October 22, 2026, and the announcement is published in the Official Gazette of the Province of Teruel no. 208, dated October 29, 2026, with the official reference 2026-3157.
The City Council is processing the public exhibition and collective notification of the settlements in accordance with Article 24 of Royal Decree 939/2005, of July 29, which approves the General Collection Regulations. This is the third quarterly register of the fiscal year, following the periods already published throughout 2026, and affects all subscribers to the integrated water cycle in the town, whose municipal district is listed with 16,447 inhabitants in the distribution annex of the 2026 Municipal Economic Concertation Plan (No. 2026-3163) disseminated in the same issue of the gazette.
The material management of the service corresponds to the concessionaire company AQUARA GESTIÓN CICLO INTEGRAL DE AGUAS DE ARAGÓN, S.A.U., whose premises serve as the headquarters for consulting the register. The announcement was signed in Alcañiz on October 26, 2026, by the mayor, Miguel Ángel Estevan Serrano.
One month of exhibition and two months to pay
The tax register is open to the public at the premises of AQUARA GESTIÓN CICLO INTEGRAL DE AGUAS DE ARAGÓN, S.A.U. located at Avenida de Zaragoza number 18, ground floor, 44600 Alcañiz, where interested parties may examine it. The deadlines are as follows:
- Public exhibition: one month counted from the first day of each voluntary payment period, for the purposes of calculating the filing of appeals.
- Payment in the voluntary period: two months starting from the publication of the announcement in the Official Gazette of the Province of Teruel (Official Gazette of Aragon, Teruel section).
- Request for documentation: taxpayers who have not received the payment documents within the first twenty days of the collection period may request them, although the lack of receipt does not exempt them from the obligation to pay.
Where and how to pay
Payment can be made at any authorized collaborating entity or at the offices of the concessionaire company, at Avenida de Zaragoza number 18, during public office hours. Direct debit receipts are charged directly to the accounts designated by the taxpayers, so subscribers with direct debit do not need to perform any additional action.
20% surcharge and possible supply cut-off
Once the voluntary period has elapsed without payment having been made, the surcharges provided for in Article 28 of Law 58/2003, of December 17, General Tax Law, shall apply. Once the payment deadline has expired and the enforcement procedure (vía de apremio) begins, a surcharge of 20% of the unpaid debt amount will be required, plus late payment interest and, where applicable, any costs incurred, and the supply may be cut off.
Appeal for reversal and judicial proceedings
An appeal for reversal (recurso de reposición) may be filed against the settlement before the body that approved the tax roll within one month starting from the day following the end of the public exhibition period. In the event of an express or presumed dismissal, a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Teruel: within two months from the day following the notification of the resolution, or within six months if the act is presumed.
The schedule affects all households and businesses subscribed to the service in the capital of Bajo Aragón, who have two months to pay the bill without surcharge and one month to review their settlement before the tax roll is closed. Those who do not pay within the voluntary period risk an additional cost of 20% and, ultimately, the suspension of the water supply.
