Albarracín approves the PERI for the former Maderas Martínez factory

The Albarracín City Council has taken a decisive step towards the urban regeneration of one of its most emblematic plots. According to the announcement published in the Official Gazette of the Province of Teruel (number 155, of 17 August 2026), the council has initially approved the Special Inner Reform Plan (PERI) for the SUNC-2, located at the former Maderas Martínez, S.L. factory, at Camino Santo Cristo Street, no. 4, within the walled enclosure that forms part of the World Heritage Site.

The approval, adopted by means of Resolution of the Mayor’s Office-Presidency dated 27 July 2026, is based on article 57.1 of the Consolidated Text of the Urban Planning Law of Aragon, approved by Legislative Decree 1/2014, of 8 July, of the Government of Aragon. The technical project has been drafted by the architect Pedro Mª Elizalde Pérez at the request of the owner company, MADERAS MARTINEZ, S.L.

Objectives and scope of the project

The PERI aims to define the conditions for the reform and regeneration of the plot occupied by the former factory, integrating it coherently with the urban fabric of the historic centre. Although the specific details of the project are set out in the technical document, the plan must guarantee the compatibility of the actions with the heritage values of the surroundings.

  • Strategic location: The intervention area is located at Camino Santo Cristo Street, no. 4, one of the main thoroughfares of the old town of Albarracín.

Public information procedure

Once the announcement is published in the official gazette, a period of public information lasting one month begins, counted from the day following publication. During this period, any interested party may examine the project at the municipal offices and submit the allegations they deem appropriate.

  • Deadline: One month from the day following publication in the Teruel Section of the Official Gazette of Aragon.
  • Place of exhibition: Offices of the Albarracín City Council.
  • Participation channel: Citizens may submit written allegations to the council.

Implications for the World Heritage Site

Albarracín received the recognition of World Heritage Site by UNESCO in 1998, and any urban intervention in its historic center is subject to rigorous control to preserve its historical and artistic value. The approval of this PERI constitutes a necessary administrative step so that the old factory can be adapted to new uses without deteriorating the urban landscape that has been distinguished internationally.

Regulatory framework and procedure

The approval process for a Special Interior Reform Plan is regulated by Aragonese urban planning legislation. After the initial approval and the public information period, the City Council must assess the allegations received and, where applicable, proceed with the final approval of the plan.
