Alagón del Río somete a alegaciones el reglamento interno del programa Ateneo

The Alagón del Río City Council has initially approved the Internal Regulations of the Collaborative Rural Program Ateneo “Alagón en Verde VI” and is submitting it for public consultation for a minimum period of thirty days. The agreement was adopted by the Plenary in the session of October 5, 2026, and is published in the Official Gazette of the Province of Cáceres, number 0201, dated October 20, 2026, in Section I - Local Administration (reference BOP-2026-4888, pages 23792 to 23812).

The regulatory framework of the program is Decree 287/2023, of December 27, which approves the regulatory bases for the subsidies intended for the financing of the Collaborative Rural Program “ATENEO” and its first call for applications. The program consists of guidance, tutoring, and mediation itineraries, training alternating with employment, and professional experience in private companies, aimed at socio-labor insertion in Extremaduran municipalities with fewer than 5,000 inhabitants.

Unemployed persons in a situation or at risk of social exclusion, over 18 years of age, registered in the SEXPE employment centers and who meet the requirements of article 14 of the aforementioned decree, may participate. The promoting entity is the Alagón del Río City Council itself, and the text was signed in the town on July 30, 2026, by the mayor-president, Johanna Gómez Domínguez; the coordinator/tutor, María del Carmen Magdaleno Plata; the instructor, Laura Galindo Rivero, and the representative of the working students, José Antonio González Bermejo. The workshop provided is for auxiliary activities in nurseries, gardens, and gardening centers.

Thirty days of exhibition and tacit approval if there are no objections

The plenary agreement submits the regulations to public information and a hearing for interested parties with publication in the Official Gazette of the Province and on the municipal notice board. The period:

  • Minimum of thirty days to submit claims or suggestions.
  • Allegations will be resolved by the Corporation.
  • The full text is published simultaneously on the municipal electronic office, https://alagondelrio.sedeelectronica.es, to gather contributions from citizens and entities.

If no claim is submitted within that period, the regulations will be understood as definitively approved without the need for an express agreement from the Plenary, and the full text will be published on the notice board and in the BOP.

Faculty, coexistence commission, and student assembly

The regulations establish that the maximum responsibility corresponds to the Alagón del Río City Council as the promoting entity and organizes three management and representation bodies:

  • Faculty Council: a participation body for teaching staff, chaired by the technical tutor coordinator, which schedules training activities, sets evaluation criteria, promotes training initiatives, and prepares the Labor Insertion Plan; it meets at least once a month.
  • Coexistence Commission: composed of a representative of the promoting entity, the technical tutor coordinator, a representative of the rest of the technical team, and the student-worker delegate; it monitors compliance with the regulations and mediates conflicts.
  • General Student Assembly: its delegate is elected by a vote of all student-workers and can be removed from office.

The general rules chapter establishes a standard working day from 7:45 to 15:15 hours, with a daily break of 30 minutes, which may be modified according to seasonality or work needs. Vacations, leaves, and temporary disability leaves are governed by the Workers’ Statute. The use of lockers and personal protective equipment is mandatory, and mobile phones are prohibited during the working day unless express authorization is granted by the monitor and the coordinator.

Rights, duties, and three scales of sanction

The regulations recognize the right to respect for personal dignity, non-discrimination, physical integrity, and an adequate security and hygiene policy, in addition to free vocational training and participation through representatives. Duties include complying with the Training Plan, respecting the facilities, and observing security measures.

The disciplinary regime classifies offenses as minor, serious, and very serious, and provides for these sanctions:

  • Minor: verbal warning, written reprimand, or suspension from employment and pay for one day.

  • Serious: suspension from employment and pay for two to six days.

  • Very serious: suspension for seven to thirty days or disciplinary dismissal.

The text counts two minor offenses as one serious offense and two serious offenses as one very serious offense, such that two very serious offenses lead to expulsion from the project and disciplinary dismissal. For serious and very serious offenses, a file is opened, initiated by the Management, with written communication and a period of 72 hours to present arguments before the promoting entity issues a resolution.

The opening of this procedure directly affects the staff and students of the rural employment program, which until now lacked its own published internal text: the regulations turn the working conditions, the organization of the workshop, and the consequences of non-compliance into written rules, and leave the final drafting of the document that will govern the project in the hands of the arguments from neighbors and participants.
