Agüimes approves its Protected Housing Plan with 203 rental apartments

Agüimes aprueba su Plan de Vivienda Protegida con 203 pisos en alquiler

The Agüimes City Council has definitively approved the municipality’s Protected Housing Development Plan, which includes two protected housing developments under an affordable rental regime with an initial investment of 21.7 million euros. The resolution is published in the Official Gazette of the Province of Las Palmas number 116, dated September 28, 2026 (reference 1.952.272), and the text will enter into force fifteen business days after its full publication. The agreement stems from the plenary session of June 4, 2026, and was definitively approved as no claims were filed during the public exhibition period.

The announcement is signed by the mayor-president, Óscar Hernández Suárez, in Agüimes on September 18, 2026, and develops the justifying report on the management model of the economic activity for the construction and management of affordable rental housing. The instrument is based on the General Urban Development Plan of Agüimes, approved in 2017, and on the declaration of Agüimes as a municipality of preferential location for protected housing by the Order of March 24, 2021, along with Ingenio, Las Palmas de Gran Canaria, Santa Lucía de Tirajana, and Telde, within the framework of the housing emergency declared in the Canary Islands.

The municipality, with 33,179 inhabitants and 79.78 square kilometers, has had a municipal database of protected housing applicants since 2006, which by 2021 had accumulated 1,411 applications, with 139 new registrations between 2010 and 2021.

Two developments with 203 homes in the Town Center and in Arinaga

The economic study of the plan is structured around two developments, with the following material execution budgets:

  • Town Center. Hermanos La Salle: 63 homes, with a PEM of 6,480,180.00 euros.
  • Playa de Arinaga. Almirante Arriaga: 140 homes, with a PEM of 13,660,867.50 euros.

The land is municipally owned: a block between Méjico Street, Avenida Hermanos La Salle, trasera Méjico, and the pedestrian street, in Agüimes Town Center, measuring 1,578.383 square meters (cadastral reference 6371401DS5866S0001IM), and a block bordering the free space DT-EL-3 and the streets Almirante Arriaga, Almirante Pastor Tomaseti, and Juan Lazaga, in Arinaga, measuring 3,327.379 square meters (cadastral reference 0313729DS68010001IK). The document also mentions a third plot on Taidía Street number 2B, with a minimum of 15 homes.

75-year public domain concession and municipal contribution of up to 5 million

The chosen management method is a public domain concession for a term of 75 years, granted through a public competitive bidding process, to construct and operate protected housing without transferring ownership of the plots, which maintain their status as public domain. The file is processed in accordance with Royal Decree 1372/1986, Law 33/2003, and Decree 8/2015, and is supported by Decree Law 1/2024, of February 19, on urgent housing measures.

The total CAPEX of the joint project amounts to 21,705,424.15 euros, with estimated annual gross revenues of 1,257,775 euros, operating costs of 622,061 euros, and a net operating result of 635,714 euros. The model yields an accumulated net profit of 25.9 million at the end of the 75-year cycle, an annual ROI of 3%, and a payback period of 35 years, leading to a forecast maximum municipal co-financing of 5,000,000 euros.

Maximum appraised rents and reference prices

The projected maximum monthly rents, calculated based on the Canary Basic Module of 1,081.00 euros per useful square meter, are as follows:

  • One-bedroom homes: 321.51 euros per month.
  • Two-bedroom homes: 400.10 euros per month.
  • Three-bedroom homes: 492.99 euros per month.
  • Garage spaces: 81.02 euros per month.
  • Storage rooms: 12.96 euros per month.

The maximum reference price is set at 1,905.26 euros per useful square meter for collective housing buildings in Gran Canaria.

The plan organizes the public promotion of protected housing in a municipality with unmet structural demand and establishes the economic and legal conditions for future tenders; therefore, it sets the schedule and cost of the upcoming affordable rental promotions in Agüimes, as well as the budgetary commitment that the local corporation must assume.
